ANNUAL REPORT Preface

Energy Labelling Denmark is a secretariat under the Danish Energy Authority. This report covers the work of Energy Labelling Denmark in the period 1 January to 31 December 2004. The tasks of Energy Labelling Denmark are to check: the information on energy labels whether there are CE labels on household refrigerators, freezers and their combinations to indicate, among other things, that they comply with the minimum energy efficiency requirements set by the EU whether there is energy labelling on household appliances and household lamps in shops whether energy labelling information appears in brochures and advertisements. Energy Labelling Denmark also performs various information tasks, including the production and distribution of the magazine Mrk & Spar (Label & Save) to retailers and suppliers, plus the development and maintenance of that part of the Danish Energy Authoritys web site that deals with energy labelling of household appliances and household lamps. Preconditions The preconditions for the work of Energy Labelling Denmark are established by the Danish Energy Authority in cooperation with Energy Labelling Denmark and the laboratories that test household appliances and household lamps in connection with checks on the information on energy labels. The preconditions are established partly on the basis of the extent and the results of previous checks. The following preconditions were established for the checking tasks in 2004: Checking the information on energy labels, household appliances Household refrigerators, freezers and their combinations: 28 models, equivalent to just over 3 % of the models on the market.* Washing machines: 6 models, equivalent to just under 3 % of the models on the market.* Dishwashers: 6 models, equivalent to just under 3 % of the models on the market.* Electric ovens: 6 models, equivalent to just under 1.5 % of the models on the market.* Checking the information on energy labels, household lamps 30 models in 3-specimen tests. The percentage of the market cannot be stated, as Energy Labelling Denmark has no information on the number of models on the market. Checking the presence of energy labels in shops Household appliances: 90 shops, equivalent to just over 8 % of shops. ** Household lamps: 10 shops. The percentage of shops cannot be stated, as Energy Labelling Denmark has no information on the number of household lamp retailers. Checking energy labelling information in fiches and advertisements 30 fiches, equivalent to 10 % of the market.* 10 advertisements. * The percentage of the market is based on an extract from ELDA, October 2003. ** The percentage of shops is based on Energy Labelling Denmarks database, October 2003.
4 Checks Carried Out Checking the information on energy labels, household appliances The information on energy labels for household appliances and the minimum energy efficiency requirements for household refrigerators, freezers and their combinations are checked by testing appliances at the Danish National Consumer Agency Laboratory (FS Lab). The following were tested in 2004: Household refrigerators, freezers and their combinations: 20 models (refrigerators, fridgefreezers, freezers and chest freezers) in energy classes A+ and A++. Another 8 models were selected for checking but the tests were not concluded in 2004. The presence and presentation of CE labels and compliance with the energy efficiency standards were checked on the models tested. Washing machines: 6 models with a high spin speed. Dishwashers: 6 models, random sample of machines for 12 place settings. Another 10 models were selected for checking but the tests were not concluded in 2004. Electric ovens: 14 models, of which 10 ovens in cookers (this type had not previously been checked) and 4 built-in ovens. The preconditions established were adjusted with postponement of the delivery of test reports for 8 household refrigerators, freezers and their combinations to 2005 (selected in 2004), selection of 10 dishwashers and the addition of tests on a further 8 electric ovens. Checking the information on energy labels, household lamps The information on energy labels on household lamps was checked in tests at DELTA. The following were tested in 2004: 29 models in 3-specimen tests (screening tests). 6 models in 20-specimen tests to confirm the results of screening tests. The preconditions established were adjusted downwards to 29 models in 3-specimen tests and 6 additional models were added, on which 20-specimen tests were carried out. Checking the presence of energy labels in shops Energy labelling on household appliances and household lamps was checked at visits to a number of shops throughout the country. The following were visited in 2004: 83 household appliance shops. 11 shops that sell household lamps. When organising check visits to retailers of household appliances, visits are included to more addresses than established in the preconditions as experience shows that some shops turn out to be inactive. These might be electricians who do not display household appliances or shops that have shut down or moved. This years check routes included a total of 107 addresses, of which 24, an unusually high number, turned out to be inactive. Labelling was therefore checked in 83 shops. In connection with the checks in shops that sell household lamps, a total of 35 items of household lamp packaging were selected for further assessment. The packaging was selected if there was doubt about whether the energy labelling was correct. Checking energy labelling information in fiches and advertisements Energy labelling information in brochures and advertisements was checked by going through the fiches in brochures for household appliances collected in shops and going through the advertisements collected by Energy Labelling Denmark. The following were checked in 2004: 32 fiches. 10 advertisements. The preconditions established were met.

CHECKING THE INFORMATION ON ENERGY LABELS ON HOUSEHOLD APPLIANCES
Energy Labelling Denmark selects the types of appliance and the models to be checked in cooperation with FS Lab. The models to be tested are selected either as a random sample or according to set criteria. Such criteria might include discrepancies in the information on the energy label or previous unacceptable test results for the same manufacturer. FS Lab purchases a specimen of each of the selected models and tests the appliances in accordance with current standards. The standards contain tolerances with regard to how much the test results may deviate from what is stated on the energy label without the information being regarded as incorrect. Energy Labelling Denmark looks at the test results and contacts the manufacturer, who must substantiate the information on the energy label if testing shows that the tolerances have been exceeded. If Energy Labelling Denmark is unable to accept the documentation it is sent, or if the manufacturer does not wish to change the energy labelling, the model can be sent for what is known as threeappliance testing, the results of which have to be within stricter tolerances. Follow-up on the test results may, in some cases, last for an extended period of time. Therefore, results of follow-up on tests carried out in 2003 and 2002 are also included in this section of the report. Detailed test and follow-up results can be seen at www.ens.dk/sw13909.asp.

A test series of 12 models of different household refrigerators, freezers and their combinations in energy classes A+ and A++ was tested in July 2004. The models were selected from the models involved in the Danish Electricity Saving Trusts A+ and A++ campaign.

A series of 6 medium-sized combination ovens, i.e. ovens with both traditional heating and forced air convection, was tested in June 2004. The models, all in energy class A, were selected from the most widely sold of the brands selected.

SHOP CHECKS

Retailers are responsible for there being energy labels on all unused appliances displayed in shops. This is checked by means of shop visits. This years shop check, the 19th in a row, was carried out in October. For previous checks the shops were selected to include both shops that had not been visited before and shops at which there had previously been labelling problems in most cases. For this years check, the shops were selected so that the result would reflect a representative section of various types of shop. The shops were selected according to the following criteria: a representative section of shops from all chains and non-chain shops a representative section of various sizes of shop a geographically representative section to include both town and country. The shops were selected from Energy Labelling Denmarks database of retailers of household appliances in Denmark. The database contains household appliance shops, electricians, kitchen centres, department stores, DIY centres and timber merchants that display and sell household appliances. The shops were selected irrespective of whether they had been visited previously and irrespective of any previous check results.

Number of appliances

In the check, energy labels were registered on a total of 4863 appliances. The energy label was registered as correct if the appliance had a clearly visible energy label. If, for example, the energy label was inside an appliance or an appliance just had a strip stuck to it, the label was registered as incorrect.

Of the appliances checked, 3255 were correctly labelled, equivalent to 67 %. For purposes of comparison, the result of the 18th test series, at which 3631 appliances were checked, was that 2325 were correctly labelled, equivalent to 64 %.

Checking the information on energy labels, 2004 3-specimen tests
In 2004, two series of household lamps were tested. The size of the energy label in relation to the packaging was checked on the household lamps purchased for the check. The test series included different types of household lamp (filament lamps, low-energy lamps, fluorescent tubes and one halogen lamp) and both well-known and less well-known brands.

The test series included 6 types of filament lamp, 6 types of fluorescent lamp and 4 fluorescent tubes. 2 filament lamps, 2 fluorescent lamps and one fluorescent tube exceeded the tolerance for luminous flux. The energy labels on the packaging of 6 of the household lamps tested did not comply with the Directives size requirements.

Paulmann, 25 W luminous flux amended on the energy label. Sylvania, 60 W follow-up not yet completed. e3light, 9 W the supplier has stated that the lamp is sold out on the Danish market. Energisparelampe, 3 W the supplier has withdrawn the lamp from the Danish market. IKEA, 11 W the supplier has stated that the lamp is no longer on the Danish market. Megaman, 5 W the supplier has not reacted to Energy Labelling Denmarks communications. The lamp has been selected for a 20-specimen test. Osram, L8W/41-827 the supplier has changed the size of the energy label. Philips PL-S 11 W follow-up not yet completed.

The following has happened with these household lamps: Paulmann Decopipe the supplier has stated that the lamp has been replaced so that it is in accordance with the information on the energy label and that the size of the energy label on the packaging has been changed. Follow-up has not yet been completed for the other household lamps.

20-specimen tests

In order to ensure that the test results for household lamps can be regarded as totally reliable, the test standard requires testing of 20 specimens of the same household lamp. 20 specimens of 6 different fluorescent lamps were tested in December 2004. The household lamps were selected on the basis of the results of Energy Labelling Denmarks 3-specimen tests and the results of equivalent tests made available by the Danish Electricity Saving Trust.

Osram Dulux El Longlife 15 W, E27 follow-up not yet completed. Paulmann Mini 7 W, E14 the supplier no longer exists. 18 household lamps were included in the second 3-specimen test in 2003. The test results for the following 10 household lamps were followed up. The other models results were within the test tolerances and the size of the energy labels was in accordance with the rules:

Follow-up on checks on the size of energy labels carried out in 2003
The test series included 297 different items of packaging from 9 different suppliers. The packaging was checked at shop visits at which any deficiencies in the packaging were noted. The follow-up continued in 2004 for the following packaging. The other models were either in order or removed from the market in 2003.

FICHE CHECKS Household appliances
Suppliers are responsible for there being fiches for the various types of household appliance. The fiches are supposed to contain various pieces of additional information over and above the information on the energy label, depending on the type of appliance. Energy Labelling Denmark has checked 32 fiches in brochures for 9 different makes of household appliance. Makes were selected that were not included in the last check and 3 makes for which proposed changes were not immediately implemented. The makes were selected from a total of 25 collected/ordered brochures.

The Directives contain detailed requirements with regard to the information that the fiches should contain, the correct order for the information and the wording to be used. The intention is to make it as easy as possible for customers to compare products. The Presentation wrong category includes the information being in the incorrect order, being worded incorrectly and/or being mixed up with other information.
27 As the summary shows, there were deficiencies in the fiches for 8 of the 9 makes. Energy Labelling Denmark is following up the suppliers with deficiencies in the fiches. The suppliers must prepare new product brochures or amendment sheets within a fixed deadline. The supplier that was previously formally responsible for Hoover in Denmark ceased to be the supplier during the check, which resulted in the case in question having to be terminated. The supplier of Voss ovens has received guidance on the structure of fiches and has prepared amendment sheets that have been distributed to all retailers. The follow-up for Gorenje has not yet been completed. The deficiencies in the other fiches were assessed as not being serious, for which reason the suppliers were requested to remedy them in future brochures. All the suppliers have accepted this.

ADVERTISEMENT CHECKS

Household appliances that are offered for hire or sale by mail order/distance selling are also covered by the Directives on energy labelling. This means that advertisements for the products must contain energy labelling information. Energy Labelling Denmark checked the energy labelling information in 10 advertisements from 4 different suppliers in 2004. Advertisements were collected in January/February 2004, after which the 10 advertisements were selected.

Energy Labelling Denmarks pages at www.ens.dk are updated continually with new test results, Directives, publications, etc. In 2004, the pages were also supplemented with Get to grips with labelling household appliances a course instructing retailers on how to place energy labels correctly on appliances, among other things.
