Love both the silicone case and zebra sleeve pouch. This product is EXACTLY what I wanted. It fits perfectly and it got here very fast. The item was all that the description said it would be! I am very pleased with this product and would recommend it to friends.

10BaseT PINOUTS AND CASCADING HUBS An RJ-45 connector is used at both ends of the twisted-pair cable, consisting of up to eight wires but only 4 wires (2 pairs) are actually used in Ethernet 10BASE-T (see diagram below). A straight through cable is used to go from the adapter to the hub. The hub performs an internal crossover so that the signal can go from TD+ to RD+ and TD- to RD-. When looking at an RJ-45 connector from the front (that is, the opposite side from where the wires enter the connector), pin 1 is identified on the right hand side when the metal contacts are facing up. Make sure that the TD+ and TD- wires are twisted together, and that the RD+ and RD- wires are twisted together. Using wires from opposing pairs can cause signals to be lost in the imbalance thus created - often the symptom will be a large amount of collision and extremely slow performance.

Cascading 10BaseT Hubs Through Twisted-Pair Ports IF YOU HAVE AN UPLINK PORT (e.g. DE-809TP) you will not need to do the following - just enable uplink and use that port. For the DE-812TP you can use the following procedure or use BNC to cascade hubs. For the DE-1200/1600/1400 hubs you can use the special daisy chain port at the rear with the added advantage

of no increase in 'repeater count'. Cascading does increase the 'repeater count' so there's a limit and disadvantage. If you cascade two 10BaseT hubs together through the twisted-pair ports, the cable pin assignments for one hub must be reversed. This instruction must be imperatively followed in order to prevent possible burning of circuits in your hubs.

The following procedure tells you how to prepare the twisted-pair cable that connects two hubs together. 1. 2. 3. For hub 1, keep the default pin assignments on the RJ-45 phone jack. For hub 2, connect the two wires there are connected to contacts 1 and 2 on the phone jack of hub 1, to contacts 3 and 6 on the phone jack of hub 2. See illustration above. LABEL THE CABLE so you will know that it is dedicatedly used to connect hub to hub.
NOTE: REPEATER COUNT The 5-4-3 rule states that there can be no more than 4 repeaters connected IN SERIES - 5 segments but only 3 used (2 link segments) Cascading increases the repeater count since the hub is counted as a repeater. Try not design your network to avoid this. (Reason: timing delay/mismatch may occur Symptom: slow/collision)
Notes 1. Category 5 cable & RJ45 connector normally used for data rate exceeding 10Mbps 2. Shielded cable can be used for some environments; hub/card must also support this. 3. For continuity check, observe the Link Integrity LED both on the hub & the card 4. RESOLUTION NO: 49-06 Authorizing the Executive Director to accept a Release and Satisfaction of Claims from MR Golf, Incorporated related to SWACOs well abandonment program and authorizing the expenditure of funds ($3,300).
Administrative Services Committee Background: SWACO has followed a program of paying for the voluntary abandonment of domestic potable water wells in the vicinity of the landfill. This policy has resulted in payments to adjacent property owners of tap fees and system capacity charges in exchange for the abandonment, and execution of Release and Waiver of Claim documents in favor of SWACO. In conjunction with this program, SWACO constructed a waterline and was granted a water Service area in the vicinity of the landfill. This water system currently has approximately forty customers. SWACO has been approached by MR Golf Incorporated, located at 3406 London-Groveport Road, to whom the City of Columbus has granted permission to tap the waterline. ______________________________ Requested by ______________________________ Approved (Executive Director)

Pursuant to Ohio Revised Code section 3734.576, the following rule is hereby adopted to exempt Automotive Shredder Residue from the Generation Fee established by RC section 3734.573: RULE NUMBER 1-2006 EXEMPTION OF AUTOMOTIVE SHREDDER RESIDUE FROM THE GENERATION FEE ESTABLISHED IN OHIO REVISED CODE SECTION 3734.573.

Automotive Shredder Residue generated within the Solid Waste Management Authority of Central Ohios Solid Waste Management District is hereby exempted from the Generation Fee established by section 3734.573 of the Ohio Revised Code. B. For the purposes of this Rule, the following words or terms shall have the indicated meanings: (1) "Recycling" means the process of collecting, sorting, cleansing, treating, and reconstituting waste or other discarded materials for the purpose of recovering and reusing the materials. (2) "Automotive shredder residue" means the nonrecyclable residue that is generated as a direct result of processing automobiles, appliances, sheet steel, and other ferrous and nonferrous scrap metals through a hammermill shredder for purposes of recycling and that meets all of the following requirements: (a) The residue is solid waste. (b) The residue is not hazardous waste. (c) The residue created during the recycling process comprises not more than thirty-five per cent of the total weight of material that is processed for recycling. (d) The residue is generated by processing recycled materials that are to be sold, used, or reused within ninety days of the time when the material is processed. 2. The Executive Director is authorized to establish procedures and requirements, including record-keeping procedures and requirements, necessary for the administration and enforcement of the exemption established by this Resolution. 3. The Executive Director is hereby authorized and directed to notify the owner or operator of each solid waste disposal facility or transfer facility which collects generation fees on SWACOs behalf pursuant to law. 4. This Resolution shall become effective immediately upon its adoption. RESOLUTION NO: 52-06 E Authorizing the Executive Director to begin process for Adopting Rule Exempting Automobile Shredder Residue From SWACOs Waiver Fee established by SWACO Rules 1-98 through 4-98.
Administrative Services Committee Background: Pursuant to Rules 1-98 through 4-98, as adopted in Board Resolution 110-98 and confirmed in Board Resolution 145-04, there is assessed a $7.00 per ton waiver fee on all waste generated within SWACOs District and disposed of at any facility in the State of Ohio other than the Franklin County Sanitary Landfill or SWACOs Transfer Stations. It has been SWACOs long standing practice to exempt automobile shredder residue from the Waiver Fee. As SWACO is adopting a Rule to exempt automobile shredder residue from the Generation Fee, it is staffs recommendation that the Board adopt a companion Rule exempting automobile shredder residue from the Waiver Fee. Before the Board may formally exempt the automobile shredder residue from the Waiver Fee, the Ohio Revised Code requires SWACO to publish the proposed exemption in a newspaper of general circulation within SWACOs district and to receive public comment on the proposed exemption at three public hearings. Administrative Services Committee Background: SWACO staff contracted with Salary Research Associates (SRA) to perform a Salary Compensation Market Study (the Study). This Study shows that SWACOs current base salaries, for Occupational Series Administrative Specialist III to the Executive III, are currently below the market level. SWACO staff recommends that the salary ranges be increased in accordance with market study reflected in the attached Exhibit A, Solid Waste Authority of Central Ohio Salary and Classification. A report on this matter has been provided to the Board of Trustees from the Director of Administrative Services. The Study also revealed that some individuals within the organization are currently misclassified. This was detected in part by their current Occupational Series being significantly out range when compared to the marketplace for similar job duties. In other cases of Position Job Analysis was conducted and compared to the Study. These situations apply to the case for the job duties of: 1. 2. 3. 4. In addition to these reclassifications and modifications of the salary ranges, SWACO staff recommends that another Administrative Specialist IV position be created. The person in this position will report to the Director of Administrative Services and give support for all administrative functions within the organization. The growing number and complexity of contracts is such that additional support is needed. The person in this position will also perform audits of all invoices prior to processing though the accounts payable, thus improving quality control. Engineering, Operations and Compliance Committee
Background: In 1997 the Ohio EPA issued and made effective a solid waste Permit-to-Install for a vertical and lateral expansion of the Franklin County Sanitary Landfill. In order to continue efficient operations and maintain reserve capacity at the facility it is necessary to complete construction of a portion of horizontal Phase H1 (Phase H-1C) such that landfill operations can be continued uninterrupted and without creation of a narrow inefficient filling footprint that will result in operational difficulties. Competitive sealed bids were solicited for the construction of Phase H-1C and MELCO,Inc. has been deemed qualified to perform the improvements and submitted the lowest and best responsive bid. This project is included in the 2006- 2007 Capital Improvements Budget. Cost for this service is not to exceed $1,850,000.00 and includes a contingency based on final measured quantities.

FACT SHEET RESOLUTION 56-06 Authorizing a contract with MELCO, Inc. for construction of Phase H-1C of the Franklin County Sanitary Landfill ($1,850,000.00)
Background SWACO was issued a solid waste permit-to-install (PTI) in May 1997, permitting the vertical and horizontal expansion of the Franklin County Sanitary Landfill. This contract, for Phase H1C cell construction, is for construction of a soil liner, geomembrane liner, leachate collection system and other cell appurtenances. H1 was not completed as part of the original construction H1 projects because of the presence of an extensive sand seam that would have required removal and replacement with suitable recompacted soils. During the 2005 construction season, Grove City approached SWACO and ODOT with plans for reconstruction the I-71 State Route 665 interchange. In order to accommodate the reconstruction SWACO agreed to truncate H1 for the worst case scenario. No net change in airspace is anticipated because SWACO is preparing rephrasing modification for the landfill permit that will recapture the lost airspace.

Bid Process Summary SWACO hired Civil & Environmental Consultants, Inc. as the design engineer for Phase H1C after conducting a qualification based selection process that adhered to SWACOs procurement policy and the Ohio Design Professional Law. The project was publicly advertised and bid packages were made available to contractors on May 15, 2006. In addition to public advertisement, plan holders for previous Phase H1 projects were contacted regarding this project. Bids were received by SWACO on June 2, 2006 at 1:00pm. three (3) bids were received as summarized below. Bids ranged from a low bid of $1,672,918 to the high bid of $1,997,028.

Engineering, Operations and Compliance Committee Background: SWACO conducted a formal procurement process for the Construction Quality Assurance services for 2006 and 2007 Phase H1 and H2 construction at the Franklin County Sanitary Landfill. Requests for Proposals were solicited per the SWACO Procurement Policy. STS Consultants, Ltd. was ranked highest of the three companies submitting proposals. Backgound: Beginning with the 2004 construction season SWACO decided to separate the role of landfill construction quality assurance from the responsibilities of the design engineering firm. Selections Process: SWACO advertised for acceptance of proposals by interested parties on Wednesday, May 2, 2006 Proposals were accepted Friday, May 19, 2006. SWACO received three (3) proposals from interested parties. Staff members Tom Ashton, Robert Basbagill and Albert Iosue evaluated the proposals between May 23 and 25. Two of the parties were selected for interviews. Interviews were conducted on May 31, 2006. Final rankings are as listed below:

RESOLUTION NO: 60-06 To ratify and confirm the Executive Directors actions in entering into a revenue contract with R.B. Jergens Contractors, Inc.
Engineering, Operations and Compliance Committee Background: The City of Columbus has contracted with R.B. Jergens Contractors, Inc. for construction services associated with the redevelopment of the Whittier Peninsula Metro Park. This work includes the removal and disposal of contaminated soil from the Northern Tier. R.B. Jergens contacted SWACO and has offered to deliver the soil to the Franklin County Sanitary Landfill and to pay SWACO $10 per cubic yard of soil. SWACO has an immediate use for this soil and intends to utilize it for daily cover material at the end of each work day. SWACO contacted the Ohio EPA and the agency confirmed that the soil is not considered a waste and is therefore not subject to disposal, generation, host, and OEPA fees. R.B. Jergens will deliver the soil to SWACO and place it at a location chosen by SWACO. RB Jergens estimates that 6,000 to 8,000 cubic yards of soil need to be removed, resulting in a revenue stream to SWACO between $60,000 and $80,000. The Executive Director has entered into a contract to accept this soil and this resolution shall ratify and confirm his action by the SWACO Board of Trustees.

RESOLUTION NO: 62-06 Authorizing an extension of the grant agreement with The Martin Luther King Arts Complex for the production of a video/DVD promoting the "Beyond The Bin" Art Exhibit ($15,000).
Background: SWACO continues to enjoy a strong relationship with The Martin Luther King Arts Complex (MLK). Previously SWACO became the sole sponsor of the "Beyond The Bin" exhibit that featured art made of reclaimed materials. The artists came from 15 area high schools in Greater Columbus. Through this exhibit SWACO has been able to reach a broader audience about the importance of recycling and reuse. This resolution would authorize an extension of the previous grant to produce a video/DVD to preserve the message generated by the Art Exhibit. MLK has managed previous SWACO grants responsibly and those grants have achieved their objectives. RESOLUTION NO. 63-06 Authorizing a Buy Recycled grant agreement with the Phoenix Golf Links to purchase and install recycled-content products ($6000).
Planning, Program and Development Committee Background: The SWACO Board of Trustees has established a Buy Recycled grant program. SWACO has an interest in promoting recycling and the reuse of recycled-content products. The Phoenix Golf Links who operates the golf course under agreement with SWACO has an interest in purchasing various recycled-content products to further promote and educate their customers on the use of recycled-content products. The total grant funds of $6000 are to purchase to following items from the general grant program category: (6) park benches- $2000 (11) yardage markers- $4000

RESOLUTION NO. 65-06 Authorizing a Three Year Grant to Audubon Ohio to support the design and construction of the Audubon Nature Center on the Whittier Peninsula ($500,000).
Planning, Programs and Development Committee Background: A model for this partnership already exists with the Columbus Zoo and Aquarium with the very popular My House exhibit. The My House exhibit is built of recycled content materials and demonstrates the impact of recycling on the environment. Although, SWACO and Audubon Ohios missions are different they share many similar goals. The Whittier Peninsula project enhances SWACOs mission through habitat preservation, conservation, recycling messages and green building technologies. Audubon Ohio in cooperation with the City of Columbus Recreation and Parks & Metro Parks of Columbus and Franklin County is developing the Whittier Peninsula into an urban natural area with an environmental education center. Audubon Ohio is in the process of a Capital Campaign to acquire private and public funds to design and build the Audubon Nature Center. The Audubon Nature Center on the Whittier Peninsula is strategically located within the district. It will serve urban populations and as a destination nature center for local residents and visitors to Central Ohio. It will be a real-world demonstration of the benefits of green architecture and construction, resource conservation, energy efficiency, and land reclamation, as well as an urban oasis for birds and other wildlife. Recycled content building products created in Ohio will be used to the extent possible. SWACO staff has previously provided funds to Audubon Ohio for planning, environmental education and has assisted with the Business Plan Development. SWACO will provide $500,000 to assist Audubon Ohio with the green building technologies required for a Leadership in Energy and Environmental Design (LEEDS) certified building. Audubon Ohio will also benefit from a SWACO Nature Gift Shop which will stock recycled content gift items. RESOLUTION NO: 67-06 Authorizing modification to the original Modified Landfill Gas Purchase Agreement executed on February 20, 2006 to increase the total volume sold not to exceed 4,000 MMBtu pricing the additional 500 MMBtu at a purchase price of.70 per MMBtu.
Planning, Program and Development Committee Background: FirmGreen Fuels of Ohio (FGFO) and SWACO executed a Modified Landfill Gas Purchase Agreement on February 20, 2006. Paragraph 2.2.1 of the executed agreement specifies the amount of gas to be purchased, not to exceed 3,500 MMBtu, and paragraph 3.1 of the executed agreement specifies the amount that will be paid for the allotted amount of gas. FGFO has a need to purchase an additional 500 MMBtu and has agreed to pay.70 per MMBtu for the additional volume. SWACO would like to modify the current agreement to reflect the new volume and purchase price for gas over the required amount of 3,500 MMBTU. ______________________________ Requested by ______________________________ Approved (Executive Director)

RESOLUTION NO: 68-06 Authorizing the Executive Director to settle the claim of Ms. Merlene Harrison for damaged trees ($4,000).
Legal & Legislative Committee Background: During the summer of 2004 the Franklin County Sanitary Landfill forcemain failed in front of residential address 713 London-Groveport Road, Grove City, Oh 43123, which is owned by Ms. Merlene Harrison. As soon as SWACO became aware of the forcemain break, SWACO undertook repairs to the line, and contained and removed liquids that may have leaked from the forcemain located in the utility right-of-way area in front of Ms. Harrisons property. Recently, Ms. Harrison advised SWACO that nine mature trees located in proximity to the site of the failure have died. Pursuant to its Good Neighbor Policy SWACO has determined that it is in its best interest to enter into a Release and Waiver of Claims which will result in a replacement of nine trees on the Harrison property. The estimated cost to replace the trees and perform the associated work is less than $4,000.00.

The Executive Director is authorized to execute a settlement agreement with Ms. Merlene Harrison for the replacement of trees and to expend an amount not to exceed $4,000 to replace the trees. 2.
