Further Procurement Process Not Proceed
Fig. 1 Justification Process for Procurement Needs After justification for the needs, it is user departments responsibility to choose suitable materials/suppliers/consultants/contractors based on the five rules of thumbs and other essential considerations such as technical issues and financial issues. It is encouraged to seek advice from Sustainability Officer for all procurement activities including construction projects and other purchasing especially when encountering ambiguity. Nevertheless, information such as materials, suppliers, design, etc. of every procurement activity is strongly encouraged to notify the Sustainability Officer (SO) although approval from SO is not required. From the information provided, SO may contact UD when potential negative impact may arise so as to rectify it at first instance. Subsequent workflow will follow the KFBGCs Procurement Policy.

Appendix A Guideline for choosing Environmental Preferred Goods and Services
These are goods and services which are designed to minimize the negative effects on the environment over their full life cycle production, use and disposal; make the most efficient use of materials, energy and water; and minimize the generation of waste and release of harmful substances into the environment. Basically, the five rules of thumb should be considered to make a balance to minimize ecological footprint: 1. 2. 3. Choose materials with high recycled content and itself/the waste generated can also be recycled easily Choose materials with low embodied energy (the energy to produce) Choose materials with consideration of whole life cycle, e.g. high durability so as to save subsequent material/energy in maintenance and/or replacement Choose materials manufactured from nearest location (smallest mileage) so as to lower the transportation energy Choose materials from suppliers with relevant green certificate so as to promote sustainable management/ production and minimize damage to communities
For construction projects, one additional rule could be considered as: Incorporate as much as sustainable elements such as solar panels, rainwater harvesting, natural ventilation to works such as new construction or renovation and design to minimize ecological footprint as far as practicable. The information provided in this Guideline is kept open. While it is aimed at to keep the content of the Guideline accurate and up to date, it is encouraged any staff to contact the author of this Guideline, the Sustainability Officer, if you have any concerns and suggestion about the information provided. Every effort will be made to correct any error and update any information once they are brought to attention.

Choices of Construction Materials As choosing of material involves a balance of five rules of thumb, there is no simple rule to act as guidance. For any uncertainty, it is encouraged to seek advice from the Sustainability Officer. Nevertheless, preliminary choice of materials could be based on their embodied energy (MJ/kg) and the rough guidelines are listed as: 1. 2. 3. 4. Rocky Material < Wood/Metal < Plastic Rock < Sand < Aggregate < Concrete < Brick Softwood < Hardwood < Steel < Lead < Zinc < Brass < Copper < Aluminum Polypropylene < Rubber < PVC < Polyurethane < LDPE < HDPE < PS < Nylon
The above are only rough guidelines. It is advised to refer to the following table for the detailed embodied energy (MJ/kg) of different materials. (Sorted by embodied energy, MJ/kg, in ascending order): *To compare embodied energy, MJ/kg should be used instead of MJ/m3, which is for reference only.

Choices of Suppliers/Consultants/Consultants
The choice of suppliers/contractors/consultants is based on the aim to encourage them to behave environmentally responsible and operate with sustainability consideration and thus to minimize the overall ecological footprint of both, the Farm and the suppliers/consultants/contractors. It is preferred to choose suppliers/consultants/contractors with relevant green certificate. The product/material they used/provided shall be sustainable and cause least environmental impact. However, it is not a must to do so provided that there is evidence showing that they are environmentally responsible.
Reference: http://www.hsbc.com.hk/ Eco-labels (or environmental labels) guide consumers to choose products and services that cause less damage to the environment when compared with other similar products or services on the market. An eco-label is awarded for specific goods or services by an impartial third-party based on environmental performance criteria established by labelling organisations. In addition to the pro-environmental features of a product or service, most eco-labelling criteria also include performance indicators, because a product or service must first do its intended job before environmental impacts can be considered. Fair trade labels are labels that distinguish products or services that are socially acceptable (for instance, food products for which farmers have been paid a fair price and exploitation of labour has not occurred). In many cases, fair trade labels also determine whether the products are more environmentally preferable. Although most labelling schemes are developed by individual jurisdictions for use in their domestic consumer markets, it is not uncommon for these products with eco-labels or fair trade labels to be found in other markets. Examples of products found in Hong Kong with 'foreign' labels are computers, monitors, copying paper and coffee - just to name a few. To choose a material/product that can fulfill the different selection criteria in Appendix A, a simple way is to choose materials/products with Eco-Labels / Fair Trade Labels. This Appendix lists information on common Eco-Labels / Fai Trade Labels for reference during purchasing.
Local labels
Energy Label 'Recognition label' This labelling scheme is operated by the Electrical and Mechanical Services Department. There are two types of labels. The 'grading type' label is divided into 5 grades, with grade 1 being most energy efficient. The 'recognition type' label is used to recognise the appliances that have met with minimum energy efficiency and performance requirements Product categories 'Grading type' label for clothes dryers
Labelling criteria The emphasis of criteria for labelling varies between product categories. While criteria of some product categories (eg detergents) focus on just a few environmental attributes, more and more criteria (eg for household appliances, footwear) are being revised to consider the products' life cycle and environmental impacts. Source of information : EU eco-label website: http://www.eco-label.com/ Blue Angel (Germany) About 3,800 products and services from approximately 710 label users in Germany and abroad use the Blue Angel label. Product categories
Paper products made of recycled paper (eg copying paper, toilet paper) Rechargeable batteries Solar powered products (eg watches, calculators) Mechanical watches and clocks Low noise construction machinery Building materials made from waste (eg made from waste paper, waste glass) Computer peripherals (eg keyboards, monitors) Biodegradable lubricants Low emission wooden furniture and panels.
Labelling criteria The emphasis of criteria for labelling varies between product categories. Most criteria focus on just a few environmental attributes. Source of information : Blue Angel website: http://www.blauer-engel.de/
Nordic Swan (Scandinavia)
Building and decorating products (eg flooring) Household appliances (eg washing machines, audio visual equipment) Office equipment, computer and computer peripherals (eg computer keyboards, toner cartridges, printers, copiers) Car products(eg vehicle tyres) Domestic chemicals (eg adhesives, detergents) Office products (copying paper, envelopes, pens) Paper products (eg coffee filters, tissue paper)
Labelling criteria The emphasis of criteria for eco-labels varies between product categories. Some may focus on just a few environmental attributes. However, virtually all criteria require that the environmental legislation of countries in which the products are produced be complied with. ko-Tex Standard 100
Product categories Products to be labelled are categorised into :
and ko-Tex Standard 100+
Products for babies (under 2 years) Products with direct contact to skin (blouses, shirts, underwear, etc.) Products without skin contact (eg outer fabrics, linings, stuffing) Household (decorative) products (tablecloths, floor coverings, mattresses, etc.)
In the different product classes, components of finished articles at all stages (fibres, yarns, fabrics) as well as accessories may be certified. Labelling criteria ko-Tex Standard 100 label is used on products meeting the following criteria:
Acidity/alkalinity (pH level) Biocides Chlorinated phenols (e.g. pentachlorophenol) Dibutyl and tributyl tin (DBT and TBT) Dye-carriers (chloro-organic compounds) Dyestuff (banned azo dyes, allergenic dyes) Extractable heavy metals Flame retardants Formaldehyde Loose dye/colour Odours Pesticides Phthalates Volatile compounds (eg solvents)
There is also the ko-Tex Standard 100+ label, which is used on products that are both manufactured on sites conforming to the ko-Tex Standard 1000 (a standard for environmentally friendly production) and in their own right conform to ko-Tex Standard 100. TCO development labels
Computer and computer peripherals, including conventional CRT monitors, flat screens (eg LCD monitors), keyboards, portable computers, and system units. Mobile phones Office furniture
Labelling criteria For products with a longer history of labelling (eg computers and printers), the criteria are constantly revised to include more environmental requirements. In general, labelling criteria include:
Energy efficiency Ergonomics Emissions - Reduction of magnetic and electric fields Environmental impacts - emission of brominated fire retardants and heavy metals; prohibition of the use of chlorinated solvents and CFCs in manufacture and final assembly; ISO certification of the manufacturer

The FSC Trademark
Product categories Timber and timber products (such as paper, furniture and building materials) originated from forests managed according to the principles of sustainable development. Labelling criteria For timber products to obtain the FSC trademark, the timber must have originated from an FSC certified forest. The forest management certification criteria addresses legal issues, indigenous rights, labour rights, efficient use of the forest's multiple products and services, and environmental impacts surrounding forest management.
