Results in Brief

We determined that as of July 30, 1999, five out of six stand-alone applications, one out of three PC-based LAN applications, and three out of eight pieces of computer equipment are Year 2000 compliant. However, for the remaining hardware and application software--some of which are critical to its daily operations-the PA office is not on schedule to meet its Year 2000 deadlines. Recommendations

We recommend that the Bronx County Public Administrator Office: s 1. Revise its Strategic Plan to include a detailed schedule that addresses testing strategies and implementation dates. Rapidly replace/upgrade all hardware and application software that is still not Year Develop contingency plans detailing the course of action it will take in the event that Year 2000 changes are not completed by the end of the year. Maintain contact with its vendors to ensure that all hardware and software remain updated should the vendor provide future Year 2000 product updates.

Agency Response

The matters covered in this report were discussed with officials from the PA during, and at the conclusion of, this audit. A preliminary draft report was sent to PA officials on September 13, 1999. The PA agreed to forgo an exit conference. On September 24, 1999, we submitted a draft report to PA officials with a request for comments. We received a written response from the PA on October 19, 1999. The PA agreed with our recommendations, stating: We have replaced. hardware to comply with the requirements for Y2K criteria. It is my firm belief that our office is fully prepared to continue our level of service in the coming year based on our improvements and our planning.

INTRODUCTION Background
The Offices of the Public Administrator (PA) for the counties within New York City are governed by Article 11 of the New York State Surrogate Court Procedures Act (SCPA). Each s county office is responsible for administering the estates of decedents in its respective county; thus, the Bronx County PA handles the estates of Bronx decedents. The head of each office--the Public Administrator--is appointed by, and can be removed by, that county surrogate court. s The PA is responsible for administering the estates of individuals who die intestate (without a will) and leave no heirs, or leave heirs who are not qualified or willing to administer the estate. The PA also administers an estate if neither the executor nor any eligible beneficiary named in the decedent will is able or willing to serve. As an estate administrator, the PA makes s funeral arrangements, collects debts, pays creditors, manages the decedents assets, and searches for possible heirs. To facilitate its day to day operations, the PA uses personal computers (PC), stand-alone applications and PC-based LAN applications. These include: Two file servers--Hewlett Packard Vectra 486/66U and Compaq Proliant 1500. The Hewlett Packard Vectra is not Year 2000 compliant. Six stand-alone applications--Adobe Acrobat Reader 4.00, Lotus 123-97, ICETCP Dejawint James River Group, Norton System Works 2.00, Microsoft Office 97 and Norton - Antivirus. Three operating systems--Windows 3.11, Windows 95, and SCO Unix. The Unix

system, a critical software application for the PA day to day operations, is not Year s 2000 compliant. Three PC-based LAN applications--Ardent Universe, Corel WordPerfect 6.01 and 8.00, and CompuTrust. The PA uses CompuTrust to do all its estate-related accounting, including the recording of receipts and disbursements. CompuTrust is also used to record estates inventory information. Although CompuTrust is Year 2000 compliant, it is being run on the Unix operating system that is not Year 2000 compliant. According to SCPA: The [C]ity of New York shall be answerable for the faithful execution by the public administrator of all the duties of his office and any person entitled to receive any money or property for which the Public Administrator may be held to account, shall have each and every remedy against the [C]ity of New York as would be available against a fiduciary. Thus, the City is obligated by statute to insure that the PA office exercises the requisite s caution in handling the money and property belonging to the estates. This audit is an assessment of the Bronx County PA's efforts in reaching Year 2000 compliance for its computer systems and applications. The origin of the Year 2000 problem dates back to the 1960s, when computers were in their infancy and storage space was at a premium. Programmers created computer programs and applications that were designed to conserve computer space. They did this by using only two digits to designate the year; e.g., the year 1997 is represented in most computer systems as 97. Although computing evolved and storage became relatively inexpensive, many of these programs were never changed. Therefore, these older programs, still in use today, will not be able to differentiate between this century and the next one. If this condition is not corrected, basic operations on computer systems will produce incorrect results, or, on a worst-case scenario, computers will simply fail to process data. For example, when a computer is given two dates and is asked to perform an age calculation, it will automatically subtract the lower number from the higher one. When this request is processed in the Year 2000, a non-compliant computer--using the last two digits of 2000 and the last two digits of 1997--will calculate that a person born in 1997 is 97 years old instead of three years old. Organizations must therefore correct this problem and achieve Year 2000 compliance-- defined as the ability of information systems to accurately process data with dates beyond December 31, 1999. They need to identify their inventories of mission-critical computer systems, develop conversion strategies and plans, and dedicate sufficient resources to converting and adequately testing their computer systems and programs before January 1, 2000. Unless action is taken, every organization is 2

at risk of widespread system failures. The time frame in which to address the Year 2000 problem is short, and the solutions are expensive. The Gartner Group, Inc. (Gartner), an internationally recognized technology research firm, states that, without corrective action, 90 percent of all computer applications will create incorrect results, or fail, by the Year 2000. Gartner also predicts that fewer than 50 percent of the country data processing facilities will have corrected their applications by the end of 1999. s Fixing the problem will require tedious adjustment of millions of lines of software code. On average, Gartner estimates that information technology groups will spend $3.00 per line to analyze and correct the Year 2000 problem.
The objective of our audit was to determine whether the Bronx County PA's Year 2000 compliance efforts are adequate to ensure that services are not materially interrupted.
We audited the ongoing efforts of the Bronx County PA to address the Year 2000 problem. To accomplish our objective, we (1) interviewed the PA and her staff, (2) reviewed the PA Strategic Plan for minimizing the impact of the Year 2000 problem, (3) reviewed relevant s documentation including the inventory of the PA computer system, and (4) visited the web sites s of various vendors to obtain Year 2000 compliance documentation. We used an approach developed by IBM in evaluating the agency's progress. The Mayor's Office of Operations has suggested that agencies use this approach to manage their respective Year 2000 projects and to determine the amount of progress they have made in their respective Year 2000 projects. The approach includes the following phases: 1. Awareness: This is the phase in which a Year 2000 project manager is identified. The project manager develops a strategic plan that should define the Year 2000 problem, identify the agency's goals, and identify the deliverables and schedules. The plan should also include the project manager's analysis of job assignments, evaluation of the potential impact on the agency, and appraisal of whether the proper project management and quality assurance controls are in place. In addition, the strategic plan should address any interfaces with other City systems and/or data exchanges with software vendors, non-City government agencies, and financial institutions. 2. Assessment: This phase pertains to conducting an inventory of computer systems (mainframe and mid-range computer systems, Local Area Networks [LANs], and stand-alone microcomputer systems); all computer related hardware (e.g., workstations, printers, and modems); computer operating system software; customized user application software; and off-the-shelf application software. Project Management should prioritize systems to be converted, replaced, or eliminated. Testing strategies, including validation methods and testing plans, should be developed. 3

Interfaces with other City systems and data exchanges with software vendors, non-City government agencies, and financial institutions should be addressed. A detailed schedule should be developed that addresses tasks, required resources, and implementation dates. Finally, contingency plans should be developed in the event that Year 2000 changes are not completed in time. 3. Modification: This phase deals with the actual changes, conversions, or replacements of the previously identified hardware and software applications. All changes must be documented and maintained by the agency. 4. Testing: During this phase agency programmers prepare a separate Year 2000 test environment and then perform unit, integration, and system testing according to previously developed test plans. This testing will ensure that the modified systems perform as required. 5. Implementation: This is the phase where MIS analysts and programmers develop the implementation schedule, users perform acceptance testing, and MIS managers certify that the application will perform correctly. Once an application has been certified, it should be parallel tested until MIS is sure that all changes work, and then implemented in the users' environment. Not all of the above have to be completed sequentially (e.g., modification of critical applications may take place prior to completion of an inventory of all systems). This audit was conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS) and included data integrity tests and other auditing procedures considered necessary. This audit was also performed in accordance with the City Comptroller's audit responsibilities as set forth in Chapter 5, Section 93, of the New York City Charter.

Awareness Phase

The PA developed a Year 2000 Strategic Plan. This plan documents the PA awareness of, s and strategies, with certain shortcomings, for addressing the Year 2000 problem. The PA Year 2000 s Strategic Plan does not contain a detailed schedule that addresses testing strategies and implementation dates. However, the PA has considered the major areas that are included in our assessment model--the Year 2000 approach suggested for use by the Mayor office of Operations--which are critical in this s phase.
Conclusion - Awareness Phase
The PA has completed the awareness phase. The PA Strategic Plan documents the agency s awareness of, and strategies, with certain shortcomings, for addressing the Year 2000 problem. The PA Year 2000 Strategic Plan does not contain a detailed schedule that addresses testing s strategies and implementation dates.

Assessment Phase

The PA conducted an inventory of its computer systems and applications. The PA identified 14 applications: two Citywide mainframe applications--the Financial Management System (FMS) and the Payroll Management System (PMS), six stand-alone applications (ICETCP, Lotus 1231997, Adobe Acrobat Reader 4.00, Microsoft Office 97, Norton System Works 2.00, and Norton Antivirus), three PC-based LAN applications (CompuTrust-- used for all estate-related accounting, Corel WordPerfect 6.01 and 8.00, and Ardent-Universe), and three operating systems (Windows 3.11, Windows 95, and SCO UNIX). The PA identified 4 of the 14 applications as mission-critical (FMS, PMS, CompuTrust, and SCO UNIX). Three of these four applications are Year 2000 compliant, according to the respective City agencies or vendors. However, the SCO UNIX operating system that runs the CompuTrust application is not Year 2000 compliant. The PA computer hardware includes two file servers (Compaq Proliant 1500 and Hewlett s 5
Packard 486), four workstations, and two dummy terminals. The PA prioritized its hardware and application software requiring modification to become Year 2000 compliant. However, the PA s Year 2000 Strategic Plan does not contain a detailed schedule that addresses testing strategies and implementation dates. Furthermore, the PA has not developed contingency plans in the event that it is unable to complete its Year 2000 project in time.

Conclusion - Assessment Phase
The PA identified and prioritized its applications and hardware that require modification to become Year 2000 compliant. However, the PA Strategic Plan does not address the testing or s implementation of its mission-critical operating system SCO UNIX--which is used to run CompuTrust, the PA mission-critical estate accounting application--nor does the Strategic Plan s contain detailed schedules for the modification of the remaining hardware and application software that are not Year 2000 compliant. The PA should develop contingency plans in the event that its Strategic Plan does not proceed as scheduled and it is unable to complete its Year 2000 project in time.

Modification Phase

The operating system, SCO UNIX has been identified as mission-critical, since it is used to run CompuTrust, the PA estate accounting software. This operating system, the Ardent s Universe application, and the ICETPC application are scheduled to be upgraded during the first phase of the implementation timetable. The PA still needs to upgrade its Windows 95 operating system in order for it to be Year 2000 compliant. According to statements obtained from Microsoft web site, Windows 95 is s compliant with minor issues. One of the issues with Windows 95 is the ability of the Windows File Manager to handle dates. The File Manager does not display dates beyond the Year 2000. The PA has not installed the Windows 95 Year 2000 Update that is available from the vendor to correct this problem. According to the PA Strategic Plan, three workstations, one dummy terminal, and one s file server (Hewlett Packard 486) will be replaced. The remaining applications will be upgraded during the final phase of the plan (i.e. Windows 3.11, Windows 95, and Corel WordPerfect 6.01). However, the PA plan does not contain detailed schedules for the modification of the hardware s and application software that are not Year 2000 compliant. Neither does it have contingency plans in the event that its Strategic Plan does not proceed as scheduled and it is unable to complete its Year 2000 project on time.
Conclusion - Modification Phase
We are concerned that the PA may not complete its necessary modifications in time. We are also concerned that there are no contingency plans in the event that the modification is not carried out in time.

Testing Phase

The PA has not tested nor has it scheduled any testing for the items that have been or need to be modified. The PA should ensure that it prepares schedules to keep track of progress made during the testing phase so that it may determine whether or not it will meet its Year 2000 deadline.
Conclusion - Testing Phase
The PA has not yet started the testing phase. The PA has not provided any testing schedules for tracking the conversion process.

Implementation Phase

The PA has not started the implementation phase because modification has not been completed for the non-compliant hardware and software.

However, the PA Strategic Plan does not include a testing or s implementation schedule. In addition, the PA plan does not contain detailed schedules for the modification of its remaining s hardware and application software that are not Year 2000 compliant, nor does it have contingency plans in the event that its Strategic Plan does not proceed as scheduled and it is unable to complete its Year 2000 project on time.
