Proposed Deployment of EHVFD M-61 Background:
Historically, the City of La Habra Heights has operated under a fire protection plan, which consisted of a main fire station with multiple sub stations established throughout the City. At one time, the City had six listed stations. This was cut back to three stations, which was then cut back to the one station that now exists. The proposal for instituting a substation on the East side is nothing more than reinstating what was once in place. It is also noteworthy that, with an aging population, the need for medical services throughout the City is likely to increase.

Purpose of deployment:

Reduce on scene time by 150% to La Habra Heights residents on east side. Lower on scene time to less than 5 minutes, down from the current 12 minutes. (Per report OX 99289 8). Provide a satisfactory response to residents concerns about proper coverage on the east side. Enhance medical response to comply with residents request.
Suggested course of action:
City accept the offer (donation) of a Pierce 4X4 mini pumper by the Edwardz Family for the benefit of the entire community of La Habra Heights Reinstate resident volunteer program to enhance fire protection for entire community using a program designed specifically for residents of the City of La Habra Heights Instate a CDF type program to better respond to brush fires and to evaluate future apparatus purchases Set a test period of 12 months to evaluate the effectiveness of proposal Coordinate use and deployment of ELHHVFD M-261

Plan I:

The Edwardz Family to donate one Pierce Mini pumper to be based on the East side of La Habra Heights for the benefit of the community of La Habra Heights The Edwardz Family to provide location to temporarily house mini pumper at Edwardz residence The Edwardz Family to provide for electrical connection to trucks battery system Acquire funding for a grant writer in order to obtain a FEMA Grant to purchase a new Pierce 4X4 mini pumper and pumper tanker to be based on the eastside of the community When, and if, the Edwardz (current resident) decides to vacate said property the City would be given first opportunity to purchase property at fair market value to build a permanent fire station.

Provisions for operation of East Side sub station under Plan 1 includes: Locate and secure additional properties that may be suitable for a staffed volunteer station. Station to be operated by resident volunteers and/or regular volunteers. Provides for a vehicle to be used by a volunteer first responder Limited medical equipment, advanced trauma kit equipped with a defibrillator (A.D.D.) Provide for quick attack or initial protection to exposures Brush response unit Provides for a pumper designed to navigate and advance into the narrowest of driveways and private roads. Patrol Unit resulting in an increase in visibility and reducing the risk of arson etc. Suggested staffing: 1 Paramedic and 1 EMT or the very least 1 EMT and 1 FF1

Plan II:

Mutual aid unit operated by S and B Orchards via mutual aid agreement with City Available to LHHFD and operated as staffing allows Privately financed by the Edwardz Family for the benefit of the community.

Plan III:

Daytime only deployment by LHHFD volunteers Nights operated by residents on an as available basis. Privately financed by the Edwardz Family for the benefit of the community.

Questions: FEMA Funding:

With the Citys proposal to build a new fire station/City hall, there is no available money to buy additional apparatus to suppress a wildfire originating on the eastern most part of t he City of La Habra Heights, which is driven by frequent powerful Santa Ana winds. By FEMA providing the funding through their grant program for resources, we can quickly deploy wild land type units to suppress any fire danger and thus save state and federal agencys millions of dollars in post disaster aid to the City of La Habra Heights. Equipment includes a new 4X4 Type 6 wild land mini pumper with advanced foam capabilities. A pumper tanker to insure an uninterrupted supply of water to area not served by city hydrant system or from hydrates running dry due to residents response to emergency situations.

Mutual Aid

Mutual aid is designed to assist when permanent resources are not available, not to automatically respond because the City does not have sufficient resources. Mutual aid is also not a guarantee that resources would be available to respond. Calls for medical aids may only be covered, and I also stress maybe, after it is determined that the Citys own service is not available. In terms of car fire or one alarm house fire, Mutual aid would not be asked for until it is determined that a second alarm response is in order
