Your wireless handheld portable telephone is a low-power radio transmitter and receiver. When it is ON, it receives and also sends out radio frequency (RF) signals. In August, 1996, the Federal Communications Commissions (FCC) adopted RF exposure guidelines with safety levels for handheld wireless phones. Those guidelines are consistent with the safety standards previously set by both U.S. and international standards bodies: ANSI C95.1 (1992) * NCRP Report 86 (1986) ICNIRP (1996) Those standards were based on comprehensive and periodic evaluations of the

FDA Consumer Update
The U.S. Food and Drug Administrations Center for Devices and Radiological Health Consumer Update on Mobile Phones. 1. Do wireless phones pose a health hazard? The available scientific evidence does not show that any health problems are associated with using wireless phones. There is no proof, however, that wireless phones are absolutely safe. Wireless phones emit low levels of radiofrequency energy (RF) in the microwave range while being used. They also emit very low levels of RF when in the standby mode. Whereas high levels of RF can produce health effects (by heating tissue), exposure to low level RF that does not produce heating effects causes no known adverse health effects. Many studies of low level RF exposures have not found any biological effects. Some studies have suggested that some biological effects may occur, but such findings have not been confirmed by additional research. In some cases, other researchers have had difficulty in reproducing those studies, or in determining the reasons for inconsistent results.
2. What is the FDAs role concerning the safety of wireless phones? Under the law, the FDA does not review the safety of radiation-emitting consumer products such as wireless phones before they can be sold, as it does with new drugs or medical devices. However, the agency has authority to take action if wireless phones are shown to emit radiofrequency energy (RF) at a level that is hazardous to the user. In such a case, the FDA could require the manufacturers of wireless phones to notify users of the health hazard and to repair, replace, or recall the phones so that the hazard no longer exists. Although the existing scientific data do not justify FDA regulatory actions, the FDA has urged the wireless phone industry to take a number of steps, including the following:
Call Divert
Ability to reroute calls to another number.
Programming language generating applications that can run on all hardware platforms, whether small, medium or large, without modification. It has been promoted for and geared heavily to the Web, both for public Web sites and Intranets. When a Java program runs from a Web page, it is called a Java applet. When it is run on a mobile phone or pager, it is called a MIDlet.
Call Waiting
Ability to inform users that they have an incoming call when engaged on another call.
GPRS (General Packet Radio Service)
GPRS guaranties continuous connection to the Internet for mobile phone and computer users. It is based on the Global System for Mobile Communication (GSM) circuit-switched cellular phone connections and the Short Message Service (SMS).
Line Identification Services (Caller ID)
Service allowing subscribers to view or block the telephone numbers of callers.
GSM (Global System for Mobile Communication)
International standard for cellular communication, guaranteeing compatibility between the various network operators. GSM covers most European countries and many other parts of the world.
Multiparty Calls
Ability to establish a conference call involving up to five additional parties.
Phone Password
Security code used to unlock the phone when you have selected the option to lock it automatically each time it switches on.
Page 86
Roaming
Use of your phone when you are outside your home area (when traveling for example).
SDN (Service Dial Number)
Telephone numbers supplied by your network provider and giving access to special services, such as voice mail, directory inquiries, customer support and emergency services.
SmartChip
Card containing a chip with all the information required to operate the phone (network and memory information, as well as the subscribers personal data). The SmartChip fits into a small slot on the back of the phone and is protected by the battery.
SMS (Short Message Service)
Network service sending and receiving messages to and from another subscriber without having to speak to the correspondent. The message created or received (up to 160 characters long) can be displayed, received, edited or sent.

LG CE110, the Black Clamshell With Basic Features
Available via AT&T
LG brought a new entry-level phone to the US, namely the LG CE110, to meet the needs of users who don't care that much about high features. The new LG CE110 is a dual-band 850 / 1900 MHz GSM phone that brings nothing out of the ordinary. It comes in a clamshell form, measuring 89 x 47 x 20 millimeters (when closed) and weighing only 81 grams. The device packs an internal 65K TFT color display with a 128 x 128 pixel resolution and an external monochrome STN one with 96 x 64 pixels. Among the good features of the entry-level LG, we have Bluetooth 2.0 and the fact that it supports EDGE connectivity for increased data transmission rates. Furthermore, the phone comes with Instant Messaging capabilities (AOL, Windows Live and Yahoo!), Mobile e-mail (AOL, Windows Live, Yahoo! and AIM), Multimedia messaging, Java 2.0 support (hence a wide variety of games can be downloaded), Media Net for web surfing, Full-Duplex Speakerphone, voice memo recording, TTY/TDD Support for the hearing impaired, Unit Converter, World Clock and so on. The phone also has a built-in VGA camera (640 x 480 pixels) that, despite its 4x Digital Zoom, will only be able to offer low quality pictures. With a full charged battery, LG CE110 should be able to provide up to 3 hours of talk-time and up to 10 days of stand-by time. As I have already said, and as you have already seen when reading the phone's specs, LG CE110 is not created for users who have high expectations from their handsets, but if you want an affordable and small clamshell, it might be the perfect device for you. The phone is available in the US via AT&T and on the carrier's website it is listed as being free for users who make a 2-year contract. Otherwise, the handset can be bought for a retail price of $189.
