REQUEST FOR PROPOSAL PS-#935 UPGRADE OF CCTV SURVEILLANCE SYSTEM November 22, 2006
The County of San Luis Obispo is currently soliciting proposals for professional services to upgrade the current SLO County Jails Closed Circuit Television Surveillance with a digital video recording management system for that facility. Each proposal shall specify each and every item as set forth in the attached specifications. Any and all exceptions must be clearly stated in the proposal. Failure to set forth any item in the specifications without taking exception, may be grounds for rejection. The County of San Luis Obispo reserves the right to reject all proposals and to waive any informalities. The County of San Luis Obispo has established a local vendor preference. All informal and formal Request for Proposals for contracts will be evaluated with a 5% preference for local vendors. PROPOSAL SUBMITTAL AND SELECTION 1. All proposals, consisting of four, (4) copies must be received by mail, recognized carrier, or hand delivered no later than 5:00 PM on January 9, 2007. Late proposals will not be considered. The Contractor shall provide within five (5) days after the Notice of Award is issued a certificate of liability insurance naming the County of San Luis Obispo and its employees and officers as additionally named insured. This shall be maintained in full force and effect for the duration of the contract and must be in an amount and format satisfactory to the County. The selected Contractor will be required to defend, indemnify and save harmless the County, its employees, officers, agents, from any and all claims, demands, damages, costs, expenses, judgments or liability of any nature whatsoever which may result from this contract except for claims, demands, damages, costs, expenses or judgments resulting solely from the negligence or willful misconduct of the County.

UPGRADE OF CCTV SURVEILLANCE SYSTEM WITH DIGITAL SURVEILLANCE SYSTEM FOR COUNTY JAIL, HONOR FARM AND KITCHEN 1.0 PROJECT OVERVIEW A. OPTION 1: The Sheriffs Department is providing the following information for a Request for Proposal to upgrade the 24 hour Close Circuit Television (CCTV) Surveillance system to a digital video recording management system for the San Luis Obispo County Jail. The Jail is located at 1585 Kansas Ave, San Luis Obispo, CA 93405 OPTION 2: Depending on the responses and available funding, the Sheriffs Department is interested in 24 hour video surveillance for the Honor Farm and Kitchen. A separate quote is requested. Currently, no video monitoring system exists at this location. All recordings of selected cameras will require storage at the County Jail location as described in the Request for Proposal. The Honor Farm and Kitchen are located at 880 Oklahoma Avenue, and the County Jail is located approximately 1/4 mile away. A site visit for interested parties is highly desirable but not mandatory and is scheduled for Monday, December 4, 2006 at 0900 AM.
SCOPE OF SERVICES A. OPTION 1: The San Luis Obispo County Jail currently has a video monitoring system consisting of 63 cameras with five (5) separate CCTV systems that operate independently from each others. Two areas have audio recording in conjunction with the video recording. Selective cameras are recorded and video tapes are stored for one year. The proposed expansion will: 1. Remove and upgrade existing monitoring/recording head-end equipment and upgraded to a digital video recording management system as described within this specification. Integrate all camera call up with existing touch screen systems and other security electronics systems. Remove and replace existing two-way intercom system. Audio and video at two locations will be recorded. Incorporate existing cameras, and equipment with proposed system.

Provide installation of 43 additional cameras, and related equipment. In specified areas, low light/night cameras will be required. (The jail facility is of cement wall construction and may require conduit to each camera location). Provide monitoring capabilities. The monitor shall provide an on-screen display for setup and adjustment of the monitor viewing parameters. Monitor digital resolution to be approved by the County and should not be less than 1280 x 1024 pixels. Provide recording capabilities of all cameras. Store recorded data for one year, 24/7, 365 days per year for 106 cameras. With Option 2 included, number of cameras recorded is 129. Taping of selective cameras will be continuous or on video motion, as determined by the County. Retrofit, reconfigure or relocate exiting or additional equipment rooms for recording equipment. If necessary, provide the required air circulation or ventilation to maintain proper temperature of the storage room. Retrofit, reconfigure or relocate existing or additional equipment required to make system fully functional. Provide battery back-up power protection (UPS) to cameras and monitoring/ recording systems, and connect to the Jails emergency generator system.

OPTION 2: Install digital video surveillance system for the Honor Farm and Kitchen with monitoring and recording capability. 1. Provide installation of 23 cameras, and related equipment, including but not limited to all necessary hardware, conduit, cables, fittings and boxes to locations. Pelco brand, model dependant on individual requirements, to be determined by Contractor and the County. Provide monitoring capabilities at three locations, Correctional Officer station at Honor Farm, Sergeants Office at APS and in the Kitchen Office.

Provide recording capabilities of selected cameras. Storage of recorded data for one year, 24/7, 365 days. Storage of recorded video to be at the County Jail facility location. Provide battery back-up power protection (UPS) to cameras and monitoring/ recording systems, and connect to the Honor Farms emergency generator system.
The requirements described herein are considered reasonable to meet the Countys needs. The County is interested in exploring new technological solutions that would enhance the video surveillance system, including, but not limited to IP based systems and wireless systems. Contractors having alternative proposals to meet these needs, may, after responding to the minimum requirements hereunder, offer alternative solutions for consideration by the County. Contractors should pay careful attention to potential vandalism from the jail population, and install equipment in a manner that will reduce or minimize potential damage and/or the need for adjustments. Contractor will be responsible for all cost associated with acquiring of equipment and hardware, and installation for an operational recording system. All necessary hardware, conduit, cables, fittings and boxes to locations in appropriate diameter as determined by Contractor shall be supplied. Contractor shall provide and install all necessary parts, connectors, and wiring for proper system operation per manufacturer specifications. After installation, Contractor shall restore the premise to its original condition, and will be responsible for repairing holes in walls. Cameras and enclosures shall consist of a tamper/impact resistant, surface-mount enclosures. The enclosures shall meet or exceed the following design and performance specifications: 1. 2. Enclosure shall be easy to install, requiring only standard tools. Tamper resistant, pin-in-hex screws and tightening tool shall be provided to secure the cover assembly to the enclosure.

Camera and enclosures, when installed, shall have no exposed cables. Field-of-View Testing: After camera and lens installation, and with consoles installed, demonstrate the field-of-view of each camera/lens combination to the County. Replace lens type and/or adjust camera positioning as needed to obtain the Countys desired field-of-view at no additional cost.

A video surveillance (CCTV) system is provided for general surveillance and ten (10) cameras are recorded. 18- cameras, 6- monitors (five located in Main Jail Control room, one LCD monitor, located at officers workstation), 4-quad units, 1multiplexer, 2- VCRs, and 1-audio system are provided for monitoring, and selective cameras are recorded. Recorded cameras are grouped and sequenced on designated monitors.
Womens Jail 1. A video surveillance (CCTV) system is provided for general surveillance and one(1) camera is recorded. 11- cameras, 3- monitors (three located in control room, one LCD monitor located at officers workstation), and 1-quad unit

Central Control/ Intake Release Center Video Room/ West Jail 1. A video surveillance (CCTV) system is provided for general surveillance and recording of selective cameras. Camera views that appear on the monitor are recorded. Recorded cameras are grouped and sequenced on designated monitors. 34-cameras, 7 -monitors (6-Central Control, 1-Video Room), 3quad units, 1-multiplexer, 1-audio system, CCTV switcher (Central Control), and 1-switcher (Video Room) are provided for monitoring, and selective cameras are recorded.

NEW EQUIPMENT AND SYSTEM OPERATIONS REQUIREMENTS A. Coordinate and review with County the desired digital video recording system. DVR units shall provide a minimum of 1 year internal hard drive recording with additional video archiving available through removable media. DVR shall have a minimum amount of channels to provide an individual input for each camera attached. DVR shall be network capable with the facility computer system via a built-in industry standard Ethernet port and protocol. Contractor shall provide necessary software to provide system control of DVR units through the internal computer network. Frames per second to be determined by Contractor and the County depending on location of camera. The County may wish to have the ability to transfer video data via network to a central storage server. Indicate impact and costs associated with providing this system. The system shall be capable of recovering all system data using system back up. The system should include an alert system that will detect and notify of any camera or system problem. The system shall consist of, but not limited to, color cameras with auto iris, manual lenses, pan/tilt/zoom, camera enclosures, housing mounts, color monitors, matrix video switcher, programmable keyboard controller, power supplies, and all necessary interfacing components. Low light/ night cameras may be required in specified areas. Cameras will be high resolution color units installed in security enclosures. Cameras and enclosures to be Pelco ICS111-CRV39A or equal and must be designated Vandal Resistant by manufacturer.

Camera power supply shall provide individual fused output to each camera. Power supply shall be Pelco MCS16-10B or equal. Monitor configuration will be reviewed during design to ensure compliance with all facility requirements. System monitors shall be color, high resolution, high quality LCD panel, with a diagonal viewing area of not less than 17.' LG - M1910A or equal. Larger LCD panels may be required in some areas. The recording system shall incorporate proven technology to search recordings and transfer recordings to CD or DVD in a non-proprietary format for use by staff in their investigations. Remove and replace existing 2-way intercom between West Jail Reception and West Jail Lobby. Intercom systems shall provide clear communication for the jail staff and the public. The system will need to take into consideration the acoustics of room and location of microphone/ speaker placement to minimize the echo effect. Equipment shall be designated Vandal Resistant by manufacturer. Audio, along with video will be recorded.
Honor Farm and Kitchen 1. The system shall consist of, but not limited to, day/night color cameras, lenses, camera enclosures, housing mounts, color monitors, matrix video switcher, programmable keyboard controller, power supplies, and all necessary interfacing components. Indoor Fixed Camera and Housing: Provide high resolution, day/low light color cameras with vari-focal, auto-iris lenses mounted inside security housings or enclosures with fixed mounts. Mounting types shall include ceiling, corner and wall. Outdoor Fixed Camera and Housing and Related Equipment: Provide high resolution, day/night color cameras with vari-focal, auto-iris lenses mounted inside environmental security housings with fixed mounts. Contractor to provide all necessary equipment, including, but not limited to all necessary sun-shields, heaters, blowers and weatherproof accessories for a complete installation. Outdoor Pan/Tilt/Zoom Camera and Housing: Provide high resolution, day/night color cameras with motorized lenses mounted inside environmental security dome housings with heavy-duty pan/tilt drivers on fixed mounts. Contractor to provide all necessary equipment, including, but not limited to all necessary sun-shields, heaters, blowers and weatherproof accessories for a complete installation. Environmental Fixed Security Housings (Pole or Wall Mounted for Outdoor Applications): All necessary equipment, including metal poles, to mount cameras, to be provided by Contractor.

Housings shall have a sun shield to minimize internal temperature effects of direct sunlight. Housings shall have a blower with thermostat control. The thermostat shall turn on the blower when internal temperature exceeds 90 degrees F. Mounts shall be of lightweight aluminum welded construction and shall have a corrosion-resistant finish. Column mounts or wall mounts shall be provided with adjustable head mounts. Color shall be as directed by the County. Enclosures shall be constructed of light-weight aluminum with a white vinyl textured baked enamel finish. Enclosures shall have a 1/4" thick lexan viewing window. A rain shield shall be furnished to keep rain off the window surface. Enclosures shall be provided with all required mounting hardware. An internal heater shall be provided to prevent condensation. Internal blowers and heaters shall operate from 24 volt DC power. Video Multiplexer/Switcher and Monitor: Provide multiple screen displays for multiple camera views on 17 color LCD flat panel monitors. Full screen display will be provided for a manually selected camera and pre-programmed event call-ups. Add camera titles (locations, time, date, etc.) to the video pictures. a. Provide and install three (3) monitors. Locations: Honor Farm Office, Honor Farm Sergeants Office, and Kitchen Office. PTZ control in Honor Farm Office with view capability in Sergeants Office and Kitchen Office

Programmable Keyboard Controller: Provide a keyboard controller to program the system, select cameras, and perform all pan/tilt/zoom functions. Coordinate and obtain all facility programming requirements including, but not limited to, final adjustments to monitor configuration, camera titles, and camera sequences.

Coordinate, select, and obtain approval of proper lens size or focal setting, using multiple lenses or variable lens at each camera location to provide the required video coverage needed. Record and submit the selected camera lens size for each camera. If the desired view or coverage is unobtainable due to physical obstructions, adjust the camera location at no additional cost to the County. Submit related documents, drawings and specifications. Coordinate and obtain all facility programming requirements including, but not limited to, frames per minute, motion activated recording capabilities, final adjustments to monitor configuration, camera titles, and camera sequences. Submit camera sequence matrix for Countys review and acceptance prior to field connection and programming. Contractor will be required to furnish a sample for examination, video and audio quality and demonstrate the ease of use of equipment. Emphasis will be placed on the systems ability to maintain consistent recording and audio quality.

IMPLEMENTATION

Contractor shall provide detailed project/implementation plan describing the methodology to complete the services and installation in a timely, orderly, and least disruptive manner. 1.6 DOCUMENTATION
Contractor shall supply copies of documentation for training, operation, and system manuals 1.7 TRAINING
Contractor to provide complete orientation and training of key personnel on all systems installed. Contractor shall provide a detailed scope of training, including training schedule, length of training, various times training can be provided and number of personnel that can attend a training. Training should occur no later than seven (7) days from the go-live date, at no cost to the County. 1.8 CONTRACTOR SECURITY CLEARANCE
The County will require a security clearance on contractor employees who have need to access inside of the County Jail. The clearances will be completed by Sheriffs staff at no charge to the contractor. Contractor employees who fail the security clearance will not be permitted inside the County Jail.

Contractor will include a detailed description of system maintenance and software upgrades. Yearly maintenance costs will be noted. If Contractor does not service the system, Contractor will supply a list of vendors that provide maintenance on proposed equipment and software. 2.0 WARRANTY
Contractor shall provide a minimum of a complete 1 (one) year parts and labor warranty on all equipment and installation. 2.1 QUALITY ASSURANCE
Comply with all applicable State and Federal requirements.
