VIRGINIA DENTAL ASSOCIATION 38th HOUSE OF DELEGATES ACTIONS IN BRIEF SEPTEMBER 11-13, 2009 1. Adopted: The Virginia Dental Association believes that all dental providers (dentists, dental hygienists, dental assistants and any future provider primarily providing dental services) should be governed by the Virginia Board of Dentistry. (Policy) Adopted: The VDA House of Delegates recommends the Board of Directors create a legislative initiative that would allow Medicaid payments into retirement accounts of the providers. (Policy) Adopted: The VDA House of Delegates recommends the Board of Directors create legislative initiative that would oppose the insurance companies from binding fees for non-covered services. (Policy) Adopted: The four (4) members at-large of the Constitution and Bylaws Committee shall serve two (2) year staggered terms not to exceed four (4) consecutive years. The Bylaws would read as follows: Article VII, Section 6.2a Constitution and Bylaws Committee a. Membership: This Committee shall consist of the Immediate Past President, the Speaker of the House, the Parliamentarian, and four members-at-large of the Association to be appointed by the President. These four (4) members-at-large shall serve two (2) year staggered terms, not to exceed four (4) consecutive years. 5. 6. Adopted: The 2009 C&B revisions Adopted: The VDA supports Medicaid dental benefits for adults, provided that adequate funding for Medicaid benefits for children and adolescents is in place. (Policy) Adopted: At least one (1) ASDA member from the VCU School of Dentistry, as selected by the student government Executive Council, shall be placed on certain VDA committees as a voting member. Additional ASDA members from the VCU School of Dentistry may be placed on said committees as advisory non-voting members at the discretion of the VDA President. (Policy) Adopted: The 2009 Policy revisions. Adopted: The VDA supports the installation of amalgam waste separators in dental offices by 2013. (Policy) Adopted: The Virginia Dental Association supports the cessation of smoking in public spaces to decrease the risk of primary and secondary smoke and to promote a healthy lifestyle for all Virginians. (Policy) Adopted: The VDA strongly supports the fluoridation of the public water supply as it is a proven and cost effective health initiative that improves public oral health. (Policy) Defeated: The creation of a VDA Vice-President position. Adopted: The addition of two (2) advisory members to the Board of Directors - one from the Old Dominion Dental Society and one student from the VCU School of Dentistry. Adopted: The School of Dentistry Task Force will be continued during the 2009 -2010 year with the members appointed by Dr. Alonzo Bell and immediate past president, Dr. Ralph Howell, serving as chairman.

Adopted: It shall be VDA policy that the annual audit is to be a financial review only. A full audit is to be done every two (2) years or if there is a change of executive director. Adopted: Reserve Calculation - The reserve goal is 50% of the average annual expenditures of the past three years based on the reviewed financial statements. The reserve is defined as the current assets less current liabilities and designated funds from the most recent reviewed financial statements. (Policy) Adopted: The VDA will offer membership to practicing full time public health dentists, including those employed by the VA Dept. of Health, Dept. of Corrections, Dept. of Mental Health and those employed by community health centers and free clinics at dues. Adopted: The Virginia Meeting registration fees for 2010.
