Newton said his son has learned from the experience, despite the system's failures. "Just cause you take a kid and throw him in a room, it doesn't mean you're doing anything for them," Newton said. "These kids are going to end up getting lost in the prison system."

It refused, and kicked the question to the referendum. Bosnian Serbs objected to parts of the plan that require them to give back large pieces of territory and refused them the right to form their own state - which would block the goal of eventually joining Serbs in Yugoslavia and Croatia. Karadzic on Wednesday raised the prospect of settling the conflict by forming a Bosnian confederation. There "is still a chance of some sort of a Bosnian confederation if the Muslims are ready for that. but if they are not ready, I believe there will be separate Serb and Croat states in Bosnia/' he said. Serbs say they can no longer live with Bosnian Muslims and Croats, and that a confederation would entail separate boundaries - something international mediators have specifically refused to grant the Serbs. The Bosnian Serbs' maneuvers over the past few weeks have incurred the wrath of their mentor, Serbian President Slobodan Milosevic, the most powerful man in Serb-dominated Yugoslavia. Yugoslavia is suffering under U N sanctions for helping the Bosnian Serbs, and it responded to Bosnian Serb rejection of the plan by saying it was sealing its border to all but humanitarian aid to the Serbs in Bosnia. But the Bosnian Serbs have also

managed to keep the world community off balance. President Clinton has been unable to persuade European allies to go along with limited air strikes against the Bosnian Serbs and lifting an arms embargo on the Muslim-led government. Russian plans for a foreign ministers' meeting of U.N. Security Council countries have fallen through. British Foreign Secretary Douglas Hurd, speaking to the British Broadcasting Corp., said common ground was emerging between American and European ideas on how to confront the Serbs. He cited increasing pressure on Milosevic, strengthening safe areas in Bosnia and helping seal the Bosnian-Yugoslav border. The Security Council plans to discuss more limited actions, including sending monitors to the YugoslavBosnian border to ensure Milosevic is cutting off supplies, posting 40,000 peacekeepers to protect six safe areas for Muslims, and perhaps deploying American troops in Macedonia to forestall a deeper Balkan war. Such an approach has drawn the ire of Bosnian government officials. "We believe that piecemeal measures can only prove to institutionalize and prolong the agony of our people," said Muhamed Sacirbey, Bosnian ambassador to the United Nations. "Creating safe havens without any vision of how to fully implement the Vance-Owen plan or bring true peace to our country will do not much more than create ethnic ghettos in our country if you will, a mini-Gaza Strip."
