Roll-Up Accessories Case

Project Steps:
1. Thread the sewing machine with the same color sewing thread top and bobbin.
Step 1 2. With right sides together and edges even, pin the two pieces of fabric together.
Step 2 3. On one of the long edges, mark two dots in the center of the side, 4 apart to leave open for turning. Mark each corner point 5/8 from each edge for turning.

Step 3 4. Beginning at one side mark, sew around the rectangle to the other side mark. Tip A great way to reinforce the opening for turning the accessory kit right side out is to begin sewing at the fabric raw edge, just above one of the marks. Sew toward the mark. At the mark, put the needle down into the fabric by turning the hand wheel toward you. Raise the presser foot. Turn the fabric. Lower the presser foot and begin sewing the side seam, using a 5/8 seam allowance. 5. When you come to a corner mark, stop sewing; lower the needle into the fabric by turning the hand wheel toward you. Raise the presser foot. Turn the fabric. Lower the presser foot and continue sewing around the rectangle.

6. Stop sewing at the other side mark leaving a 4 opening. Using the hand wheel, lower the needle into the fabric, raise the presser foot, pivot the fabric, lower the presser foot and sew to the outer raw edge to complete a U-shaped seam at the opening.
Step 6 7. Trim the corners diagonally close to the stitching to reduce bulk and create sharp corners. 8. Turn the accessory case right side out. 9. Use a point turner and push out the corners to make square corners. Press project with iron to flatten all seams.
Step 7 10.Turn the long side with the 4 opening so that it is facing to the left. From the lower edge (the shorter edge) measure up and mark 8 from the bottom. This will create a 4 pocket.
11.Fold the lower edge up to the mark. Press with your iron and pin in place. 12.Using a fabric marker, mark the center of the pocket and the other lines for the channels to be sewn into pockets. If you are unsure of what size to make your pockets, start with 1 1/2 to 2 channel to fit cosmetic brushes or coloring pencils comfortably. Using the satin foot, stitch the sides in place, starting at the bottom of the channel and sewing toward the top edge. 13.Select a straight or decorative stitch. Starting at the folded edge, stitch along each line to form pockets. You can stitch only to the top of the pocket or you can sew a line all the way to the top of the accessories case for more interest. If you stop at the top of the pocket, backstitch/reverse to prevent channel from pulling open. 14.Fold the ribbon in half. Place the crease of the ribbon on one side of the case, just above the top of the pocket. 15.Stitch the ribbon in place using a zig zag stitch. 16.Fill the case with your favorite cosmetic brushes, artist tools, sewing supplies, etc. Roll and tie with the ribbon.

Regulating Global Capital in the Age of Neoliberalism

David Singers concise book is about regulators transnational co-operation and harmonization of nancial standards. For Singer, regulators are distinct from lawmakers. He seeks to demonstrate that regulators themselves are the initiators of harmonization and that elected leaders are important in providing constraints on regulatory policy (p. 35). Moreover, Singer develops an economistic framework for explaining regulators specic preferences. There is a trade-off between competitiveness and nancial stability. Singer depicts this trade-off and its consequences in a series of standard indifference-curve diagrams. Both stability and relative competitiveness can change, leading to a change in preferences. In general, a regulator is more likely to seek international regulatory harmonization when its win-set is shrinking due to exogenous shocks (p. 30). International regulatory harmonization is a way of imposing more stringent regulations for the sake of stability without losing relative competitiveness in global nancial markets. The book is well-written and organized, following standard social scientic guidelines. The scene is setand the need for the book explainedby a brief survey of key historical developments and by a review of the existing literature. The prevailing scholarly opinion tends to see regulatory harmonization as a public good that promotes global nancial stability. Singer argues that nearly any standard can be justied as a public good. Yet the regulatory success in the banking sectorthe famous Basel Accord of 1988has not been matched by similar success in securities or insurance. The explanation lies in the process of preference-formation and in the way different actors in different times have faced exogenous shocks. The analytical framework of the book is developed in chapter 3 while the following three chapters focus on the cases of banking, securities and insurance. Here, Singer explores the observable implications of the analytical framework in the case studies in chapters 46, which are informed by more than 40 interviews with regulators and industry executives (p. 11). Chapter 7 concludes the book and additionally exposes new questions and methodological possibilities. In this chapter Singer stresses the political nature of international nancial regulation. In contrast to the numerous apolitical accounts of global nancial regulation, this book has uncovered a more compelling motivation for harmonization rooted in variable domestic constraints and fueled by regulators urgent attempts to survive in the face of globalization (p. 114). Despite the real need to globalize nancial regulation, preferences are divergent and distributional issues are typically intractable. Therefore negotiations tend to be strained and protracted and success is always uncertain.

Singers explanatory story is based on the idea that unelected regulators are at liberty to set the level of regulation freely and without politicians interventions, but only if they can avoid excessive nancial instability or a signicant decline of international competitiveness. International regulatory harmonization is [] a strategy for regulators to expand their win-sets and maintain their autonomy (p. 116). Nonetheless, the cases revealed puzzling variation in regulators demands for an international standard (p. 116). Singer explains this variation in terms of varying trade-off between stability and competitiveness for different countries at different times. Furthermore, Singer maintains that his framework is potentially valid in all those areas where governments have delegated regulatory responsibility, including telecommunications, the environment, and health and safety. How plausible is the explanatory story of Regulating Capital? Singer is at pains to demonstrate that the Basel Accord was not simply a result of the ofcial US response to the 1982 debt crisis, but an outcome of complicated and strained negotiations between largely autonomous nancial regulators of the US, the UK and Japan. In 1983, the US Congress passed the International Lending Supervision Act (ILSA), which also encouraged transnational regulatory co-operation in order to ensure sufciently strong capital bases of all banks operating in the US. Singer argues that the evidence does not support the assertion that the Basel Accord emerged as a result of a directive in the ILSA (p. 44). He emphasizes the ve-year gap between the ILSA (1983) and the Basel Accord (1988), and also points out that by late 1987 the US Congress had actually started to speak against the agreement, also because of concerns over declining US competitiveness. However, actions and events can have delayed effects. The impetus for the Basel Accord may well have come from the ILSA although the process that brought it about was complicated and contingent on other developments as well. This intricacy notwithstanding, Singers general narrative of increasing instability in banking and simultaneous shocks to US competitiveness due to the rise of the lesscapitalized Japanese banks in the 1980s seems to explain the interest of US regulators who pushed for an international agreement with the Japanese in particular. Parallel developments in the UK led to an Anglo-American alliance in the quest for a global capital standard. But why did the Japanese comply? Ultimately, the regulators main tool of persuasion was an implicit threat of excluding Japanese banks from Western markets (p. 60). The main problem I have with the approach of Regulating Capital stems more from its implicit background assumptions than from the details of its explicit historical story. Singer focuses on three countries onlythe US, the UK, and Japanon the grounds that only these countries are really relevant because of their market power. Compared to the much more nuanced and sophisticated approach of John Braithwaite and Peter Drahos (2000), Singer leaves no space for the contestation of principles, epistemic communities, weak actors such as NGOs, or the complex webs of inuence. Although he claims that his approach can reveal the political nature of nancial regulation, his understanding of politics reduces it to a mere game of economic bargaining. The book is thus based on what Richard Ashley (1983) calls logical economism in which global political life is understandable only insofar as it can be comprehended within the framework of self-interested rational choice logic. At the same time, Singer takes for granted the global neoliberal framework (see for example Harvey 2005) within which attempts at regulating de-regulated capital for the sake of stability and relative national competitiveness occur. The result is an uncritical study that makes claims about constant conjunctions between the circumstances of a few major players and their preferences that supposedly explain why and how a few unelected regulators can at times create international accords and standards. From this point of view, it is indeed very difcult to see what could be otherwise.
