Objective: Recreation Strategy: The City will continue to provide sustainable and safe public access for a multitude of recreation visitors. Action: Public access will be maintained to all of the parks natural and manmade amenities in order to provide a diverse recreational experience. Establishment date, duration, extent and success of driving lane
Safe Recreation area was not established this year due to signage permit requirements. Permit initiation 8/21/09, received final permit 9/3/10. Objective: Resource protection and conservation Strategy: Removal of invasive and exotic species Action: The natural communities will be regularly surveyed for the presence and extent of invasive and/or exotic species as identified by Florida Exotic Pest Plant Council or the Florida Natural Areas Inventory. Time frame: Schedule to be determined; preferably 2009-2010 Budgetary implications: Cost of the agency's professional services.
Metrics/measurements: Number of species identified Invasive Chinese Tallow trees identified at park entrance behind entrance building, by JSO mobile home located in the maintenance complex and service road uplands. The trees will be scheduled for removal using local contractor who works with invasive species for the city.
Action: If the survey reveals the presence of invasive and/or exotic species, then the plants will be removed through mechanical or chemical means. Timeframe: Schedule to be determined; preferably 2009-2010 Budgetary implications: Treatment cost of chemicals and application by certified applier. Metrics/measurements: Number of species for which control measures are implemented. Number of acres or infestations treated annually. No control measures have been implemented to date, however park staff will continue to observe changes in vegetative and animal composition and if invasive exotics are observed, eradication will be implemented. Chinese Tallows will be removed first quarter of FY11. Strategy: Compliance with state laws regarding recreational fishing Action: Huguenot staff will coordinate with state Fish and Wildlife Conservation Commission (FWC) officers to comply with local and state fishing regulations. Contacted FWC to request citation information however, FWC can not retrieve information for a specific location - Huguenot Memorial Park - as their reporting process does not specify addresses or specific locations. Strategy: Protect the dune structure along the Atlantic Ocean beach Action: A conservation zone will be established from the toe of the dune to 15 feet ocean ward. This will protect the fore-dune from disturbance by vehicles. Time frame: 2009 Budgetary implications: None. 4
Metrics/measurements: Distance of dune accretion each year. The original fifteen foot conservation zone was installed and enforced on 1/15/2009. There have been no vehicle violations of non-compliance from customers after installation. This area does require approximately one hour per day of maintenance due to tidal and wind impacts. Adjustment to conservation zone was made by the park maintenance staff due to erosion and accreted sand in 4/2010 prior to start of sea turtle season. Signage provided by FWC biologist was reviewed and language changed in 6/2010. See Attachment EXHIBIT (A) Photographs of FWC Signage Strategy: Protect the park's natural resources by enforcement of park rules Action: Park staff and law enforcement agencies will monitor the park and enforce park rules as necessary. Time frame: On-going Budgetary implications: Labor costs with staff salary budget. Metrics/measurements: Record and report the number of calendar days per year that law enforcement is present on the park's beaches, and the average law enforcement hours spent per day. Record and report the number of visitors ejected from the park annually due to park rule infraction. Park Staff has the ability to enforce rules through Ordinance Chapter 28. Staff can eject patrons from the park but cannot issue citations.

This restriction was established in 9/2007. No known encroachments this fiscal year.

There is no current draft for a Habitat Conservation Plan.
Appropriation amount for biologists salary this fiscal year and next
Intern Biologists cost to the City of Jacksonville is $28,121 each fiscal year. Parks Naturalist Specialist position hired effective 9/20/10 - $33,000
Allocation of biological staff time by position and percent of duties assigned to the park
Intern Biologists percent of duties assigned to park is approximately 75% of total time and 100% during Red knot migration and nesting periods for park. Parks Naturalist Specialist position will be assigned to Huguenot Park with office space and a nature center being developed in FY11. Action: A maintenance plan will be implemented to regularly remove woody species encroaching upon the open or sparsely vegetated portions of the dune system to maintain optimal habitat for the protected species using the Critical Wildlife Area (CWA). Time frame: On-going Budgetary implications: Labor costs with staff salary budget. Metrics/measurements: Photo documentation describing habitat improvement. See Attachment EXHIBIT (H) Photo Documentation of Habitat Improvements Action: Approximately five acres at the north end of the sand spit will be part of a prescribed burn to improve habitat for nesting Royal terns. Time frame: On-going Budgetary implications: Interagency coordination: costs to be determined.
Metrics/measurements: Photo documentation of habitat changes. A prescribed burn was initiated on 1/5/2006 by the FWC and has been successful, improving the habitat which is realized through record numbers of nesting Laughing gulls and Royal terns. The Laughing gull population continues to grow as the vegetation in the CWA increases. An engineering request has been submitted to get recommendations on vegetation removal to create a better habitat for Royal tern and Black skimmer nesting. Action: Directing the public away from the Critical Wildlife Area (CWA) with a combination of sign age and fencing. Time frame: On-going Budgetary implications: Material costs for fence and rope is $500; Labor costs with staff salary budget. Metrics/measurements: Annual report and photo documentation. The CWA area has been fenced and signed since 1999 using FWC provided signage and the 150 enhancement took place 1/22/09. This area has been very successful with very minimal encroachments since installation. A complete refurbishment of the bollards, ropes and signs took place with the expansion on 1/22/09. No pedestrian encroachments took place this FY10. See Attachment EXHIBIT (I) Photo Documentation of CWA Fencing and Signage Action: Seasonal closures of the Atlantic beach when flightless juvenile shorebirds appear on the beach. Pet Owners Announcement
Effective Saturday, May 1st, 2010 Pets will no longer be allowed in the park by day customers. The campgrounds will still remain pet friendly however pets will not be allowed on any shoreline in the park. This action is necessary due to the large volume of pets being brought to the park and incidents involving attacks and congestion causing health concerns. Kathryn Abby Hanna will still remain pet friendly with leash ordinance policies in place and enforced.

7/9/10 One LAGU chick identified in zone 13. Several customers came into park challenging the Shorebird count team access to closure area by vehicle which was learned through email correspondence between Lesley (Audubon) requesting, John Milio (USFWS) and manager. Two LAGU chicks identified in zone 13. Upward trend in bird mortalities to 18 today. None of the deaths were related to visitor impact and several seemed to be scavengers and/or predated chicks. The unknowns may have been heat related. Customer came in with a service pet which was a golden lab, had child in back of vehicle that was asleep, used wheel chair and she showed a ADA card for service animal. We allowed entry and alerted all staff of the approved entry. Manager discussed with customer what to say to other customers that approach them. Today again there was an upward trend of bird mortalities to 19. Seven were predation and eleven were unknown which may have been heat related. Heat index for the last couple of days has been 105 degrees. Another above normal mortality count of 19 birds. Five were predation and the rest were unknown which again could have been heat related due to high index. None could be related back to customers. A bit of a downward trend for mortalities even though the index was categorized above 100 degrees. The unknowns may relate to heat. Lesley Royce contacted the manager upset after getting off the phone with Drew Dixon who quoted email information that she sent to the manager. Manager explained public records request made by Tom Ingram. Four LAGU chicks identified in zone 13. Two LAGU chicks in zone 13 Manager contacted Terry Doonan and John Milio to discuss LAGU chick activity outside of the closure area, a rash of chicks with dangling wings, a spike in mortalities and protocol for sick and healthy chicks. Chicks are being collected when customers call and the sick are being provided to BEAKS for rehabilitation and the healthy are being returned to the habitat. Milio recommended getting with BEAKS to see if they are noticing anything unusual regarding the sick chicks. Both are satisfied with the management decision and protocol. Similar spike in mortalities in FY09 which may be heat related due to 105 index during this period. BEAKS contacted and Cindy thinks there is something going on with the sick chicks so she sent a couple that died in for necropsy. She also mention that there has been a rash of sick and dead Ospry as well. We will keep in contact and find out with the necropsy results turn out to be. 7/24/10 No Chicks identified in zone 13; Establishing new bollard line for Northern boundary reducing closure from zone 14 zone 12 to be opened on Wednesday, 28th if no chicks identified. No Chicks identified in zone 13. No Chicks identified in zone 13. No Chicks identified in zone 13. Marine Turtle nest # 2 hatched prematurely due to ant predation. See Marine Turtle report for details. Delayed opening zone to ensure JSO and park staff were briefed and know to pay special attention to driving in the area. No observation of flightless chicks which makes seven consecutive days. Opened zones 12 - 14 at 12:40 p.m. No chicks observed by the Manager prior to opening. Manager met with John Milio who did a park tour to observe the birding activity and he said he confirmed that there were piping plover chicks that appeared to be flightless in the park. He also told the manager that he thought the right decision was made regarding the location of the 12 closure and that we were doing a good job this year. Manager observed piping plovers in zone 12 but did not see any in zone 13 or any area that was not closed for wildlife protection. Marine Turtle nest # 2 hatched out successfully, see Marine Turtle Report for details. Interviews being conducted for Park Naturalist Specialist position. Interviews conclude for Park Naturalist Specialist position. A LAGU juvenile was reported being taken by a car in zone 6 during high tide event from a customer to Lesley Royce. Customer does not feel it was intentional and JSO investigation also concluded that was not intentional. Manager observed four juvenile flightless LAGU 2 x zone 11 & 2 x zone 12. Last day for Audubon Intern Benton who did a very good job. He is moving to Colorado on Wednesday, 8/18/10. The intern schedule has been adjusted to fill the vacant weekend days until school starts on the 23rd. Chris Custer observed four flightless juveniles and the manager only viewed two within the past few days. Manager viewed three flightless LAGU chicks in zone 11. Manager and Chris Custer observed what appeared to be two flightless juveniles not completely sure without flushing. Manager and Chris Custer did not observe any flightless juveniles during two drive through. Manager and Chris Custer drove through two times and did not see any flightless juveniles. Second day of no observances of flightless juveniles. Chris Custer did not observe any flightless juveniles. 3rd day. John Milio sent an email that he observed three flightless juveniles, two in zone 12 and one in zone 11.

Huguenot Memorial Park Shorebird 2010 Year End Report 9/14/10
Red Knot Protection: Criteria for management requires sighting of more than 50 birds
in a colony. 2010 Statistics: 4/17/10, Saturday - began protection effort viewing forty knots at shoals. Since the count was under 50 we used cones and set them in a circle around the foraging knots at 200 and outreached to anyone venturing into the area. This was very effective with 37 customers educated. On Sunday there were 60 knots identified in the park again very effectively with 38 customers educated. On 4/24/10 the shoals were closed to driving with temporary signs and continued to use the cones at 200. On 5/5/10 a committee meeting was held and it was determined to give seven day a week protection with shoals closed. The highest count was 130 knots and protection stopped on 5/27/10. Very successful protection throughout with 557 customer outreaches taking place. Recommendation #1: The format using the cones set at 200 and moving with the knots as they foraged for food was ideal. Shoals will be permanently closed to vehicles by next migration so this program should continue using cones. Recommend no change for the future. Perceived effectiveness: Extremely effective with minimal disturbances and reduced the number of volunteers needed to assist. Challenges: Keeping up with the movement of the knots as they forage and having someone in the field while on the shoals during low tides.
Nesting Protection: Identify when chicks will come out onto the beachfront and provide protection from vehicles.
2010 Statistics: New Protected Wildlife Area signs received on 6/4/10 round signs with red boarder. 6/5/10 closed 550 of oceanfront in zone 11 prior to observing chicks on the beach front to be proactive. The trigger was seeing chicks in nests too young to vacate but soon to enter beach. 6/12/10 expanded area to 1550 due to one chick observed just outside northern boundary and nesting taking place 100 yards north from previous year. 6/26/10 expanded area from zone 11 to 14 due to three LAGU chicks being observed in zone 13. 7/29/10 reduced closure back to zone 12. Only four LAGU chicks were identified in zone 13 during expanded closure. Re-opened park on 9/7/10 ten days after manager identified no flightless juveniles and seven days after John Milio observed no flightless juveniles. There were three vehicular takes identified this season, two of which were adult LAGUs which were being fed in zone 8 and one which was a LAGU juvenile that was identified as unintentional and was flight capable. Recommendation: Continue with pro-active approach to protection measures. Perfect timing by the City for protection measures start. Identified where the chicks would spill out onto the beach front based on nesting areas and chicks in nests. 1
Safe Recreation Area: This area has bollards with signs that do not allow driving or
parking in an area that extends water ward from the dune 125 ft. and parallel to the shoreline from zone 7 through zone 10 which is 1800 linear ft. Signs read No Parking or Driving beyond this point 2010 Statistics: The area was not established this year due to delays with receiving the signage permit.
Pet Policy: A policy change took place on 5/1/10 which does not allow pets in the park
by day customers but does for camping patrons. 2010 Statistics: Started advertising new policy on 4/9/10 using JSO marquee message board, PSAs, handouts to all customers, verbal outreach at admissions area and mail outs to campers. Recommendation: Initial start received a lot of pushback by the customers but over time became much easier. 102 customers were asked to leave with pets after implementation. A much higher trend of encroachments at first and tapered as the season progressed. The JSO message board, handouts and asking customers was the key to educating the public. No change as enforcement has been very effective and most customers are now aware of policy.
Perceived effectiveness: Very effective after the initial educational process. Challenges: Extremely challenging to get the word out and enforcement. Diligence by park staff and JSO to be consistent was the key. Word is out now and there is a permanent sign posted at the park entrance. Customers were sneaking their pets in for a while but again consistent enforcement seemed to work.
Volunteer Program: Thanks to Lesley for recruiting, scheduling and training the
volunteers this year and also Monique for hiring Benton as an intern. Volunteer efforts: 557 educational outreaches provided during red knot migration and 104 volunteer hours recorded. 110.5 hours recorded by Interns for nesting activity Extremely effective with no major issues reported. Total: 214.5 hours
Educational Outreach: A new informational/educational kiosk is in the design stage
and plan to develop a nature center where the current campground store is located. The park will continue educational programs with Park Naturalist, Park Naturalist Specialist and City Intern.
