Possession of a tachograph card authorises the holder to use the DTCO 1381. Areas of activity and access rights are prescribed by law. Refer to Tachograph cards on page 76. The driver card is person-specific. The driver uses this card to identify himself to the DTCO 1381. The driver card is not transferable! The company card is designed for owners and operators of vehicles with installed digital tachograph and must not be transferred to "Others". The company card must not be used for driving!

Details refer to Set Local time on page 57. The DTCO 1381 is ready for operation! 5. Important! During a rest period or break time, always set the activity to " ". 6. For the company
1. Register your company within the DTCO 1381. Insert the company card into any card slot. Details refer to Company card insertion on page 23. The company card must not be used for driving! 2. Withdraw the company card at the end of the registration or the download of data from the card slot. Details refer to Company card withdrawal on page 25. For the driver 1. Insert your driver card into the card slot at the beginning of the shift (start of working day). For more details, see Inserting driver card(s) from page 28. 2. Use the following buttons to enter, display, or print out data: / Use the paging function to select the desired function or selection. (This is possible by pressing and holding down the auto-repeat function key.) Confirm or acknowledge desired function / selection. Leave menu one step at a time or cancel the entry of the country. If the supply voltage of the DTCO 1381 is too low or too high, an indication is shown as follows. Case 1: " " (1) Low voltage or. Case 2: " " (2) Overvoltage The DTCO 1381 continues to save activities. The functions printing or display of data and the insertion or withdrawal of a tachograph card are not possible! 3. "Company" mode
Functions of the company card
The company takes care for the correct use of the company card(s). Please observe the legal stipulations applicable in your country! The company card is designed for the data management of the company only and must not be used for driving! If the company card is used for driving, a message will be displayed. Downloading of data at regular intervals is compulsory in most member states. In the following situations download of data from the data memory is also recommended: Sale of the vehicle, Immobilisation of the vehicle, Replacement of a defective DTCO 1381. In principle, follow the same procedure when navigating in the menu functions: Refer to Calling up menu functions on page 48. If, however, the company card is in card slot 2, all main menus assigned to card slot 2 will remain blocked. Refer to Menu access blocked! on page 51. In this case, you can only display, print out or download data from a driver card inserted in card slot 1. Refer to Overview of the menu structure on page 52.
The company card identifies the company and registers it into the DTCO 1381, the first time that the card is inserted. Thus, the access rights to the data assigned to the company will be ensured. The inserted company card authorises you: To lock-in and lock-out the company when using this DTCO 1381, for example on sale of the vehicle, expiry of the vehicle lease etc. To access data from the data memory and, especially data that has been assigned specifically to this company. Access to data from an inserted driver card. To display, print out or download data via the download interface.

Start printout Printing is only possible when. the vehicle is stationary and the ignition is switched on (required only for ADR variant *), the printer drawer is closed and a roll of paper is inserted, no other faults prevent printing.
Tear off the printout from the paper roll
1. Either the menu guidance will command you to make a daily printout after "Withdraw driver card" (1), or you request the corresponding printout through the menu (2). Refer to Calling up menu functions on page 48.
5. The printout should be kept clean and protected from dirt, strong light, and sunlight.
4. Pull the printout up and down over the cutting edge and then tear the printout from the roll of paper.

If a printout is not torn off properly, the paper may become jammed and then prevent the next printout from coming through the paper slot. 1. Open printer drawer. Refer to Insert paper roll on page 44. 2. Tear off any crumpled paper from the roll and remove any remaining bits of paper from the printer drawer. 3. Insert paper roll again and close printer drawer. Please observe the given warning messages! Refer to Insert paper roll on page 44.

If a new roll of paper is inserted within one hour, the DTCO 1381 automatically continues the printout. A notice is given in the first two lines of the subsequent printout (3).

When the vehicle is stationary 1. Starting from the standard display, you can press the buttons / to display detailed time of the inserted driver card(s). Refer to Displaying the times of the driver card on page 49. or 2. You can change the language of the display / menu guidance. Refer to Setting the language on page 49. or 3. You can call up the extensive menu functions by pressing the button. Refer to Overview of the menu structure on page 52.
When driving 1. Press any menu key while driving and current times of the inserted driver card will appear. 2. The standard display will appear again after any key is pressed again or after 10 seconds.

Storing the language selection
If, at the time of the language setting, only your driver card or company card is in the card slot 1, the DTCO 1381 memorises the preferred language for your card number. When withdrawing / inserting the tachograph card again, the menu guidance as well as all displayed texts will be in the selected language. The DTCO 1381 reserves up to five storage areas. If all storage areas are full, the oldest saved value will be overwritten.

Access to saved data is regulated by access rights in accordance with the regulations and implemented by means of the respective tachograph cards. Lack of proper authentication is indicated as follows:

From this menu you can print out the data of an inserted driver card. Select the listed functions step by step. Switch on the ignition in the ADR variant *. Otherwise, an operational note will appear when selecting a printout. The printout will start only after the ignition is "on" and selection is made again.
Fault at pulse output. Fault in the card mechanics, e.g. card lock is not closed.
UTC time of the DTCO 1381 is not plausible or does not function Acknowledge message. properly. In order to avoid an inconsistency of data, newly inserted driver / company cards are not accepted!
The printer's supply voltage has failed or the temperature sensor Acknowledge message. for the printing head is defective. Repeat the process and, if necessary, switch off / on the ignition again. The sensor has indicated an internal fault after a self-test. A communication fault has appeared while reading / writing the tachograph card, e.g. by dirty contacts. It might not be possible to record the data completely on the driver card!
Working time warnings
This message appears after an uninterrupted driving time of 4 hours 15 minutes. Driving time exceeded! This message appears after an uninterrupted driving time of 4 hours 30 minutes.
Acknowledge message. Please plan a rest break soon. Acknowledge message. Please take a rest break.
The DTCO 1381 calculates on the basis of the actually determined driving times and warns the driver if he will exceed the driving time (before a statutory break)! However, these cumulative driving times do not anticipate the legal interpretation of "continuous driving time".
Stops under two minutes are stored by the DTCO 1381 as driving time " ".
Saving during stop-and-start operation
The DTCO 1381 saves all activities to the full minute on a retrospective basis, see examples 1 and 2.

Overview of the operational notes
The DTCO 1381 recognises speed pulses without having switched on the ignition. This request will appear if no entry is made during the manual entry procedure. A printout is not possible at the moment:

Then request the tachograph card again.
8. Product description
Operating modes of the DTCO 1381

In this condition, the DTCO 1381 only uses the tachograph card inserted in card slot 1.
This company card is intended for the owners and operators of vehicles. Control card The control card identifies an official of a control body (like the police) and permits access to the data in the data memory. All saved data and the data of an inserted driver card are accessible. This data can be displayed, printed, or downloaded through the download interface. Workshop card Persons of an authorised workshop who are approved to program, calibrate, activate, test, etc. will receive the workshop card. Locking the tachograph cards If the DTCO 1381 accepts an inserted tachograph card, removal of the card will be mechanically blocked. It is possible to remove the tachograph card only when: the vehicle is stationary and the ignition is switched on (required only for ADR variant *), the user requests removal, after the data defined by the regulations has been saved on the tachograph card.
The authorities in the individual EU member states will issue the tachograph cards specified by the legislature. There are colour-marked tachograph cards, arranged according to access rights and areas of activity, for the following groups of users: Driver card The driver uses the driver card to identify himself to the DTCO 1381. The driver card is used for normal driving and permits storing of data, displaying, or printing of activities under this identity. Company card
If the DTCO 1381 recognises a fault in the card lock, it tries to transfer the existing data to the tachograph card before it is automatically ejected. In this case, the completeness and authenticity of the data on the tachograph card can no longer be guaranteed!
The company card identifies a company and authorises access to the data of this company. With the company card, the data saved in the data memory of the Vehicle Unit as well as in the inserted driver card can be displayed, printed, and downloaded. It is also possible to download load data remotely with the corresponding fleet management system.

UTC time - what is it?
UTC time = universal time coordinated. UTC time corresponds to time zone "0" of the 24 time zones (-12. 0. +12) distributed across the globe.

The DTCO 1381 saves all time entries for working time, availability time, driving time, rest time, etc. in UTC time. The entries on the tachograph cards are saved in the same way. Time information on the printouts also reflects the UTC time.

Recognising the set offset
In the "Local time" menu function, you can see and alter the set offset of the DTCO 1381. Refer to Set Local time on page 57.

After a tachograph card is inserted, the set local time (1) and the UTC time (2) will appear for about three seconds. The difference between local time and UTC time corresponds to the set offset of the DTCO 1381.

Care and maintenance
the UTC time deviates by more than 20 minutes. Make sure that the calibration plaque is renewed during every 2 year inspection and contains the required data. Make sure that the supply voltage of the DTCO 1381 is not disconnected for more than 12 months at a time, for example due to disconnection of the battery from the vehicle. Behaviour when repairing / Archive the data or carefully keep the documentation for possible requests by control bodies. Disposal of the components Please dispose of the DTCO 1381 with its associated system components in compliance with the guidelines for disposing EC recording equipment effective in the respective member states.

What does legislation require?
Since May of 2006, all newly licensed HGVs of more than 3.5t and vehicles for the conveyance of more than 9 passengers including the driver must be equipped with a digital tachograph, in accordance with Regulation (EC) No. 561/2006.
All vehicle data from digital tachographs and driver data from driver cards must be archived in accordance with legislation. At least one company card must be available per company and every driver who drives a vehicle equipped with a digital tachograph must have his own driver card. Card validity and archiving time limit regulations are country-specific and must be adhered to accordingly.
In accordance with Regulation (EC) No. 561/2006, Regulation (EEC) No. 3821/85, Regulation (EC) No. 1360/2002 the following specific provisions apply: The vehicle registration numbers of all newly licensed vehicles must be entered in the digital tachographs by an authorised workshop within 14days after vehicle registration. Driver card data must be downloaded and electronically archived every 28 days* at the latest. The vehicle data from digital tachographs must be downloaded and electronically archived every 3 months* at the latest. The company transport officer must check the downloaded data and ensure that driving times and rest periods are adhered to. If infringements occur, he must inform the driver and warn him accordingly. In order to ensure a high level of data security, the data archive must be regularly backed up to a separate data disk. All vehicle and driver data must be stored for a period of 1 year* and, if necessary, made available to the authorities for inspection.
You can of course equip older vehicles with digital tachographs as well this is extremely useful if you wish to carry out really intensive comparative evaluations of vehicle and driver data in order to optimise your operations. What are my legal obligations in actual practice?
The data that used to be recorded on tachograph charts is now electronically stored in the mass memory of the digital tachograph and on the driver card.
The tasks and obligations involved in complying with Regulation (EC) No. 561/2006 are listed below for you.
Digital tachograph Company preparations The digital tachograph is activated before the vehicle is commissioned. An authorised workshop must then calibrate the digital tachograph for the vehicle within 14 days and enter the vehicle registration number. Every company must have at least one company card. A person who drives a digital tachograph-equipped HGV must possess a valid driver card. Printing paper must be inserted in the digital tachograph. We recommend that you keep sufficient replacement rolls of printing paper in the vehicle. Archiving data Driver card data must be downloaded and electronically archived every 28 days* at the latest. Digital tachograph data must be downloaded and electronically archived every 3 months* at the latest. Archived data must be stored for at least 1 year*. Backup copies of data must also be made and, if necessary, proof must be provided that backup copies exist. In accordance with the pertinent regulation for driving crews, the data must be deleted upon expiry of the data storage time limit.

How does the digital tachograph system function?
The DTCO 1381 VDO has been a market leader in the tachograph business for many years and the company was one of the first to start developing digital tachographs. This R&D resulted in the introduction of the markets first digital tachograph in May of 2006. Since then the DTCO has been continuously further developed and adapted to match changing market requirements. The DTCO1381 by VDO sets the standards in performance, user comfort and data security.

The tachograph cards Four different chip cards specify who can access s pecific DTCO digital data. Driver cards save driver activities, events, faults and vehicle changes. The company card authorises vehicle data to be downloaded from the mass memory. The control card enables authorities to access data for legal purposes. The workshop card switches on the calibration function of the DTCO and it can also be used as a driver card for testing and inspection purposes. The validity of a card may differ according to the region in which it is being used and any relevant regulation must be adhered to.

The printer paper Printer paper is required for checks en route and for daily reports for the driver. According to the law, the paper must be inserted in the tachograph at all times. We recommend that you carry sufficient replacement rolls in the vehicle to create control printouts of the previous 28 days. The Original VDO Printer Paper has been especially conceived for use in vehicles its special coating guarantees excellent legibility and consistency, even with intensive fluctuations in temperature. It is available in authorised service workshops Europe-wide and can also be used in the digital tachographs of other manufacturers.
Archiving, visualising, checking and evaluating data
VDO offers flexible solutions for archiving, visualising, checking and evaluating data from legally prescribed archiving to comprehensive data and fleet management (more on this from Page 15).

How does my data get to the office?
To comply with the legally prescribed archiving regulations, you must regularly download the data from the mass memory of the digital tachograph and driver card (more on this on Page 4). Many different download solutions by VDO are available for data downloading, all customised for various applications. They are simple and efficient to operate and possess the ultimate in data security systems.
Remote Download Device (DLD) DLD is the efficient solution for transferring mass memory and driver card data by wireless. The download process is controlled from the office computer, which means that the company card can stay in the ffice. Driver and vehicle data can then be downloaded in o compliance with the legal deadlines for downloading and transferred directly to the TIS archive. At no time does a company card have to be inserted in the digital tachograph.

DLD Wide Range
The DLD is available in two different versions: DLD Short Range via WLAN on the fleet site If the vehicle is in a defined area of the fleet site, e.g. the company petrol station, the DLD Short Range can be used to transmit data via a wireless local area network (WLAN). No fee is payable for data transfer, because data transfer takes place on the existing company network.
DLD Wide Range via GPRS on the road When you use the DLD Wide Range, data is transferred to a VDO download server via a mobile wireless network (GPRS). You can access the VDO server via a protected Internet access. Mass memory and driver card downloading can thus take place anywhere and at anytime.
Downloadkey II (DLK II) The VDO Downloadkey II is the ideal transport medium for fleets, workshops and authorities it downloads and transfers mass memory data from digital tachographs and from driver cards inserted in the tachograph. For small fleets and owner-drivers, Downloadkey II, TIS-Compact III and Inspectionkey can also be used as archiving tools (more about TIS-CompactIII and Inspectionkey on Page 19/20). To protect data from unauthorised access, a company card is required for data download.

Mobile Card Reader
Mobile Card Reader The Mobile Card Reader by VDO is a mobile scanner for driver cards it enables data to be transferred directly to a Downloadkey II. The Mobile Card Reader has its own internal power supply and can be used anywhere. It is ideal for drivers who do not return to company head office on a regular basis.
Downloadkey Portable Set/TIS-Compact III Portable Set/Inspectionkey Portable Set The Portable Sets consist of a Downloadkey II, a TIS-Compact III or a Inspectionkey and a Mobile Card Reader. This nables drivers to download data from e their driver cards without the need for a company card (more about TIS-Compact III and Inspectionkey on Page 19/20).
Downloadterminal II The Downloadterminal II by VDO offers drivers the o ption of downloading driver card and DownloadkeyII data themselves. The Downloadterminal II can be set up any here, e.g. in the drivers rest room making w it accessible around the clock. The data stored in the Downloadterminal II is easily retrieved and exported into the TIS programs (more on this from Page 16). The VDO Downloadterminal II facilitates the downloading and transport of data, especially for larger fleets. It simplifies the handling of large amounts of data and is perfect for drivers who have irregular working hours.

Card Reader The VDO Card Reader is connected to a computer by means of a USB cable. The TIS software (more on this from Page 16) downloads digital driver card data and stores it for archiving and evaluation. The VDO Card Reader is suitable for all fleet sizes.

What do I do with the downloaded data?
To comply with your legal obligations, you must archive the downloaded data for 1 year* and make it available to the relevant authorities upon demand. You can visualise and evaluate the data using an appropriate data management s olution in order to optimise your operational procedures and increase your fleet fficiency at the same time. e
To make the best possible use of the data, you need a data management solution one which optimally supports your specific requirements. However, before you buy such a solution, you should ask yourself the following questions:

TIS-Office If you want to evaluate your data comprehensively and you have a large, centrally-managed fleet, TIS-Office is the perfect solution. The software is installed locally and can be operated either as a stand-alone solution or a network solution. IT know-how and a relevant IT infrastructure are required for TIS-Office. TIS-Compact III If you wish to visualise and print out archived data, but you do not need comprehensive evaluations, then you need look no further than TIS-Compact III. TISCompact III is a Downloadkey with data visualisation software, which enables you to visualise and archive data on your c omputer and print it out too. This solution is especially suitable for owner-drivers. Inspectionkey If you wish to check your driver and vehicle data for infringements, but you dont need data visualisation or evaluations, then the Inspectionkey is the right choice for you. Its a Downloadkey with control software for checking infringements at the computer, generating infringement reports and archiving data. The Inspectionkey is especially suitable for smaller fleets with up to 5 vehicles and 10 drivers.
TIS-Web limitless and future-proof
With the TIS-Web web-based solution, you have all the advantages of a efficient data management solution without having to invest in an IT infrastructure. The downloaded mass memory and driver card data is stored in a professional Data Centre, where it is password-protected and regularly backed up. Data is encrypted and transmitted via the Internet. TIS-Compact III small but powerful
TIS-Compact III is an all-in-one downloading and archiving solution. It offers you a basic means of visualising, downloading, archiving and printing out vehicle and driver data. Using a special Downloadkey which has the TIS- Compact III software pre-installed, you can download data from digital tachographs and inserted driver cards quickly and securely and transfer it to a computer as if you were using a USB stick, for example. You can then visualise and archive this data on your computer and print it out as well. TIS-Compact III is also available as a TIS-CompactIII Portable Set, in combination with a Mobile Card Reader. This enables drivers to download the data from their driver cards without the need for a company card.

Inspectionkey for fast checks
Originally developed for mobile roadside checks, the Inspectionkey is also used in fleets nowadays for checking driver and vehicle data for infringements quickly and easily and for archiving the data at the same time, in accordance with legal requirements. Using a special Downloadkey which has the Inspection Tools software pre-installed, you can download data from digital tachographs and driver cards quickly and securely and transfer it to a PC using a USB stick, for example. On your computer, you can then check infringements in detail, archive the data and print it out.
A Mobile Card Reader is also included in the Inspectionkey package. This means you can either download driver card data via the Mobile Card Reader or from a driver card inserted in a digital tachograph.
