HDTV UPDATE

HDTV - Ill Take It!

BY GARY SHAPIRO

ll take it! These words are music to a retailers ears. And increasingly, retailers are hearing more of this phrase as consumers catch on to the high definition television (HDTV) beat. For at last we have surmounted the HDTV transition summit. In just five years, consumers have invested more than $10 billion in digital television (DTV) products. Manufacturers have sold nearly 5 million products since the last quarter of 1998 and the number of product choices on the market continues to climb, with some 450 DTV products currently available. According to CEA Market Research, retailers continue to provide consumers with a wide variety of products on their showroom floors, with projected manufacturer-to-dealer sales of DTV products reaching 4 million units by 2003, 5.4 million units by 2004, 8 million units by 2005 and 10.5 million units by 2006. More consumers are becoming HDTV fans, because they finally are seeing and hearing more HDTV programs. ESPN HD launched on March 30 and announced 100 live telecasts of NFL, NBA, NHL, MLB and NCAA match-ups scheduled for this year alone. (More details on the ESPN HD launch and upcoming coverage can be found in HDTVs Killer App, on page 10.) HDTV viewers recently have enjoyed high definition broadcasts of The Grammys and The Oscars, and will enjoy high definition broadcasts of The Masters Golf Tournament in addition to the growing roster of primetime shows broadcast in HDTV. We are rapidly heading towards the conclusion of the analog-to-digital transition, but a single industry cannot do it alone. Increased commitment by broadcasters is essential to completing the HDTV puzzle. Consumers are holding up their end of the bargain by investing in DTV products, amazed (and rightly so) with the

superior picture quality, life-like sound and competitive price points that continue to seal the deal for prospective buyers. Nevertheless, the buying chain does not stop there. Broadcasters need to ensure they are running at full capacity, providing consumers with the best picture possible an HDTV picture. Without a doubt, strides have been made, with the broadcast industry calling attention to digital signals being broadcast in enough markets to reach 98 percent of U.S. households. But at what quality? How many hours of programming are actually available on the signals that are up and running? Consumers want and expect HDTV, not just DTV, and it is up to the content community to create HDTV programming and the broadcast industry to demand that high definition content makes up the lions share of their schedules. Completing the DTV transition with consumer buy-in also requires the protection of fair use and customary recording rights afforded to consumers in the analog world. The essence of free, over-the-air broadcasting is that there are no conditions or limitations on consumer enjoyment. If restrictions are imposed on broadcasts in digital form, consumers would have reduced incentives to move to DTV. Certainly, consumer electronics manufacturers respect and support the intellectual property rights of content owners. However, any legally mandated restrictions to protect intellectual property rights should be narrowly tailored and construed and should not hinder technological innovation nor the availability of content to consumers. Legislative approaches, such as that of Rep. Rick Boucher (DVA) (see interview on page 6) and Rep. John Doolittle (R CA), are on target. It is imperative that First Amendment interests come first to preserve consumers freedoms, the creative spirit and technological advancement. While a few obstacles remain as we descend the transition summit, we have much to celebrate. Increased programming, healthy competition in the marketplace and collaboration between manufacturers and cable carriers are just some of the successes we recently have enjoyed. However, resting on our laurels now will not make HDTV a reality. More HDTV programming must be delivered at full quality, to all markets, via all transmission modes without strings attached in order to fully deliver on the HDTV promise to consumers. Wont that be music!

POLICY OUTLOOK

Interview: Rep. Rick Boucher

BY JIM BARRY

CB:The Supreme Court decision is noteworthy in that Justice Ginsburg, who wrote the majority opinion, underscored the importance of the principle of fair use to assure the continued broad availability of new content. Fair use is threatened by the DMCA of 1998. It gives the content creator the ability to extinguish fair use. It makes it a crime to make copies for any reason even a fair-use reason like copying a DVD on a Linux-based computer or making personal copies of songs from several copy-protected CDs. Thats why weve introduced the Digital Media Consumers Rights Act of 2003 (HR107). This bill has a number of objectives, including to confirm fair-use rights, to enable development of hardware and software that Representative Rick Boucher (D-Va) offer multiple uses, to preserve scientific research on technology products, and still to protect the rights of copyright holders. And were particularly happy about the support of CEA in this effort. HDTV GUIDE: As one of the most tech-savvy members of Congress, HDTV Guide: How do you define fair use? whats your current view of the transition to digital television? HDTVs Killer App

BY DAVID ELRICH

f theres a killer app for HDTV, one word leaps to the front of the packsports. One look at the constantly packed HDTV Sports Bar at the 2003 International CES and youd realize nothing better shows off a championship football game, or any other contest for that matter, than a widescreen digital high definition television (HDTV). And sports fans desire for more high definition broadcasts is about to be more satisfied than ever. The biggest news comes from ESPN, the premier cable sports provider, who announced ESPN HD. ESPN will deliver a veritable avalanche of high definition programming. It kicked off March 30th with a game between the Texas Rangers and the world champion Anaheim Angels. Along with ESPN, satellite companies DirecTV and Dish Network as well as the major networks have added more high definition sports offerings, including the upcoming season of Monday Night Football and Super Bowl XXXVIII. When you add more baseball, more football, more basketball and more hockey, you can see why 2003 is shaping up as a key year for HDTV sports. ESPN HD will include in its first year 100 live telecasts of baseball, the NBA, the NFL and the NHL. The Womens NCAA Basketball Final Four joins a long list of HDTV shows, including the NBA Eastern Conference Finals, games from the National Hockey Leagues Stanley Cup and six telecasts from the College World Series. Live college championship events, including the Womens Final Four and the ACC Mens Basketball Tournament, also are part of the onslaught. Baseball, a sport steeped in tradition, is a great way to kick off ESPN HD and will be the future of sports television, said ESPN president George Bodenheimer in a statement. ESPNs programming is a perfect match for high definition technology, and this schedule offers a tremendous opportunity to demonstrate unprecedented value to our fans, affiliates, rights holders and advertisers. Also coming to ESPN HD is a variety of ESPN Original Entertainment proprietary programming, including the X Games, Great Outdoor Games and the ESPY Awards. Most studio shows, including SportsCenter, will be added in 2004 providing an additional 3,700 hours of originally produced HDTV programming. Even before ESPN HD, fans had access to bigger HDTV sports events this year. In February, DirecTV broadcast the 2003 NBA All-Star Game and All-Star Saturday Night Activities in HDTV. A joint production of TNT and NBA TV, the leagues 24hour digital television network, was the first time the NBA AllStar game was shown in high definition. This first-of-its-kind telecast is a great leap for HDTV, TNT and NBA TV, as well as an exciting viewing experience for our HD-equipped DIRECTV customers, said Stephanie Campbell, DirecTVs senior vice presi dent of programming. EchoStar also offers DISH Network customers who subscribe to HDTV the NBA All-Star Game and All-Star Saturday Night Activities. DISH Network now offers the following high definition channels: HBO-HD, SHOWTIME-HD, CBS-HD, Discovery Theater, DISH-On-Demand pay-per-view HD movies and a 24-hour HDTV demonstration channel. DirecTV provides HBO, Showtime, pay-per-view movies and HDNet. HDNet produces and televises many hours of HDTV sports, entertainment

and news programming. Live sports include National Hockey League games, U.S. Olympic Committee events, CART auto racing, boxing and college football and basketball games. In February and March, HDNet aired live Continental Basketball Association contests, live heavyweight boxing, college baseball and even swamp buggy races. The cable industry also is ramping up high definition sports. Comcast customers in the Maryland/Delaware Region saw the NBA All-Star Game in high definition in February. Comcast also offered Super Bowl XXXVII in high definition and received a tremendous industry response from the entire industry, according to the company. And the games keep on coming. ABC Television Network President Alex Wallau announced that the Super Bowl, NBA finals games as well as Stanley Cup finals contests, would be broadcast in HDTV on ABC this season. In addition the network announced that it would broadcast the 2003-2004 season of Monday Night Football in HDTV. The NBA finals are scheduled for June 4-18, 2003, and the Stanley Cup for May 31-June 9, 2003. Live sporting events provide the best platform to showcase CONTINUED ON PAGE 12
CONTINUED FROM PAGE 10 the dramatic benefits of HDTV, says Wallau. Were delighted to broadcast these sporting events in HDTV, including the most-watched television event of the year, the Super Bowl. ABC currently broadcasts the majority of its primetime schedule, including all of its scripted dramas, comedies and theatrical movies, in HDTV. HDTV Guide had the chance to speak to Bryan Burns, ESPNs Vice President of Strategic Business Planning and Development, to discuss his companys HDTV plans. ESPN HD was officially announced last September. The first question: Why was ESPN making a major move now? For us, it was never a matter of if, it was only a matter of when. We knew we had to be in the HDTV business. We spent a while researching the market, checking affiliate interest and sponsor interest. We went out to the national cable show and told our customers were thinking about HDTV. They told us, We want this. We want ESPN. We also asked them if they wanted a series of events or 24-7 coverage. They wanted 24-7 coverage, because they wanted to set it and forget it. I vividly recall a time last fall when it seemed on every commercial break there were ads selling widescreen TVs at Circuit City or Best Buy, says Burns. At press time, Burns could not give specifics as to who would be carrying ESPN HD. He did say they will have arrangements with the major cable operators, but the rollouts within each company would vary, depending on the technical capabilibe created by our engineers and technicians. Now viewers will have the best shows with all the bells and whistles. All high definition programming on ESPN HD will be delivered to cable systems and satellite providers in 720 progressive (720p) high definition format. ESPN will digitally convert the rest of the existing signals to 720p. Burns says after much technical research, the question was not about 720 progressive or 1080 interlace but the P and the I Because of the motion of. sports, progressive is much better. We have to bring quality to our affiliate customers and their customers, Burns said. ESPN HD initially will not be available via satellite. Unfortunately, DirecTV has no immediate plans to carry the feed, says spokesperson Robert Mercer. We expect to expand our offerings as we add capacity, and ESPN will be among the first to be evaluated. Mercer says DirecTV would launch a new spot beam satellite later this year. This will open a lot of capacity for additional programming. He says local channels are important for DirecTV and so is HDTV. DirecTV currently airs HBO, Showtime, HDNet and pay-per-view movies in high definition. Echostars Dish Network is in the same boat. We havent announced the carriage of any new HDTV channels, says Dish Network Spokesperson Marc Lumpkin. However, we do plan to add one or more HDTV channels in 2003, but we havent indicated which one. Even without the ESPN feed, local cable companies such as Charter and Comcast are joining the high definition sports bandwagon. Earlier this year, Charter and HDNet entered into an agreement to carry two around-the-clock, high definition networks, HDNet and HDNet Movies. The initial deployments were in University Park/Highland Park, Texas, located in the Dallas/Fort Worth area and Glendale/Burbank, California. The agreement was the cable industrys first with HDNet and expands the growing lineup of programming now available to customers of Charters high definition service. Charter is the nations thirdlargest broadband communications company, currently serving approximately 6.7 million customers in 40 states. Comcast, another huge player in high definition over cable, offered high definition broadcasts of NBA and NHL regular season games over Comcast SportsNet HDTV in Philadelphia and in the Baltimore and Washington, DC area. The initial HDTV schedule featured a combination of 18 regular-season Flyers and 76ers games in Philadelphia, and a combined 20 regularseason Capitals and Wizards games in the Baltimore and Washington, DC area. The network will also offer major league baseball high definition games. Among the games to be featured in Philadelphia will include the Philadelphia Phillies home opener the last to be played at Veterans Stadium on April 4, 2003, pitting the Phillies against the Pittsburgh Pirates. We set out on an aggressive schedule when we committed to high definition. We have scheduled nearly 50 percent of the NBA and NHL games available to us between the two markets to be produced in high definition. By doing this, we are trying to give fans a true offering of high definition game coverage, says Jack Williams, president and CEO, Comcast SportsNet. It looks like there will be no shortage of high definition sports in 2003. Its time to reserve a seat for the HDTV Sports Bar at the 2004 International CES!
